  <title><![CDATA[  Intent to Prepare an Environmental Impact Statement for Power  Upgrades Project Within the Fort Meade Complex, MD]]></title>

  <description><![CDATA[ The National Security Agency (NSA) announces that it intends 
to prepare an Environmental Impact Statement (EIS) as part of the 
environmental planning process for power and utility upgrades at Fort 
George G. Meade, Maryland (hereafter referred to as Fort Meade). The 
project was initiated to address aging infrastructure reliability 
issues as well as meet mission growth requirements. The Proposed Action 
includes the construction of generator facilities, two electrical 
substations, a boiler plant and chiller plant, as well as ancillary 
facilities and parking. The proposed utility upgrades would allow for 
100 percent selfcontained redundancy, should off site power sources  fail.</p><p>    Publication of this notice begins a scoping process that identifies 
and determines the scope of environmental issues to be addressed in the 
EIS. This notice requests public participation in the scoping process 
and provides information on how to participate.

  <title><![CDATA[  Defense Business Board ]]></title>

  <description><![CDATA[ Under the provisions of the Federal Advisory Committee Act of 
1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine 
Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 1023.150, the 
Department of Defense announces that the following Federal advisory  committee meeting will take place:</p><p>    1. Name of Committee: Defense Business Board (DBB). </p><p>    2. Date: Wednesday, January 16, 2008.<br/> </p><p>    3. Time: 2 p.m. to 3:30 p.m.<br/> </p><p>    4. Location: Pentagon, Room 3E863.</p><p>    5. Purpose of the Meeting: The mission of the DBB is to advise the 
Secretary of Defense on effective strategies for implementation of best 
business practices of interest to the Department of Defense. At this 
meeting, the Board will deliberate on findings from three task groups: 
(1) Task Group on ToothtoTail Review, (2) Task Group on Capability 
Requirements Highlevel Review, and (3) Task Group on Engaging U.S. 
Business in Support of National Security. Copies of DRAFT Task Group

  <title><![CDATA[  Defense Science Board ]]></title>

  <description><![CDATA[ The Defense Science Board will meet in closed session on  February 67, 2008; at the Pentagon, Arlington, VA.</p><p>    The mission of the Defense Science Board is to advise the Secretary 
of Defense and the Under Secretary of Defense for Acquisition, 
Technology & Logistics on scientific and technical matters as they 
affect the perceived needs of the Department of Defense. At this 
meeting, the Board will discuss interim finding and recommendations 
resulting from ongoing Task Force activities. The Board will also 
discuss plans for future consideration of scientific and technical 
aspects of specific strategies, tactics, and policies as they may 
affect the U.S. national defense posture and homeland security. [[Page 174]]</p><p>    In accordance with section 10(d) of the Federal Advisory Committee 
Act, Public Law 92463, as amended (5 U.S.C. App. 2) and 41 CFR 102
3.155, the Department of Defense has determined that these Defense 
Science Board Quarterly meeting will be closed to the public.

  <description><![CDATA[ The Defense Science Board Task Force on Nuclear Deterrence 
Skills will meet in closed session on January 17, 2008; at the 509th 
Bomber Wing, Whitman AFB, MO; and on January 18, 2008; at the National 
Nuclear Security Administration, Nevada Site Office, Las Vegas, NV.
</p><p>    The mission of the Defense Science Board is to advise the Secretary 
of Defense and the Under Secretary of Defense for Acquisition, 
Technology & Logistics on scientific and technical matters as they 
affect the perceived needs of the Department of Defense. At these 
meetings, the Defense Science Board Task Force will: Assess all aspects 
of nuclear deterrent skills as well as the progress Department of 
Energy (DoE) has made since the publication of the Chiles Commission  report.</p><p>    In accordance with Section 10(d) of the Federal Advisory Committee 
Act, Public Law 92463, as amended (5 U.S.C. App. II), it has been 
determined that these Defense Science Board Task Force meetings concern
