  <title><![CDATA[  Energy Conservation Program for Consumer Products: Publication of  the Extension of Interim Waiver of Mitsubishi]]></title>

  <description><![CDATA[ On March 24, 2006, the U.S. Department of Energy (DOE) 
published in the Federal Register a Petition for Waiver and notice 
granting an Application for Interim Waiver to Mitsubishi Electric and 
Electronics USA, Inc., (MEUS) from energy efficiency test procedure 
requirements that are applicable to residential and commercial air 
conditioners and heat pumps. (71 FR 14858) The date of issuance of the 
Interim Waiver was March 15, 2006, and it terminated 180 days after 
issuance on September 11, 2006. In today's action, DOE is extending the 
Interim Waiver for 180 days, or until March 10, 2007.

681 in all respects, and grants certain limited clarifications.

  <title><![CDATA[  Preventing Undue Discrimination and Preference in Transmission  Service]]></title>

  <description><![CDATA[ On May 19, 2006, the Commission issued a Notice of Proposed 
Rulemaking (NOPR) in this proceeding. Preventing Undue Discrimination 
and Preference in Transmission Service, 71 FR 32636 (June 6, 2006). In 
the NOPR, the Commission proposed, inter alia, to modify the redispatch 
obligations associated with longterm firm pointtopoint service and, 
in addition, sought comments on whether the creation of a conditional 
firm product would represent a superior approach to address 
circumstances under which firm transmission service can be provided in 
most, but not all, of the hours of the request. Based on the comments 
received in response to the NOPR, the Commission is seeking further 
comment on the following two topics: the proposal of the Transparent 
Dispatch Advocates for transmission providers to post redispatch cost 
information and provide realtime redispatch; and specific questions 
related to the provision of conditional firm service.

  <description><![CDATA[ November 17, 2006.</p><p>    The staff of the Federal Energy Regulatory Commission (Commission 
or FERC) has prepared this Environmental Assessment (EA) for the 
construction and operation of the expansion of the Cameron liquified 
natural gas (LNG) import terminal (referred to as the Terminal 
Expansion Project) as proposed by Cameron LNG L.L.C. (Cameron) in the  abovereferenced docket.</p><p>    The EA was prepared to satisfy the requirements of the National 
Environmental Policy Act. The staff concludes that approval of the 
proposed Terminal Expansion Project, with appropriate mitigating 
measures as recommended, would not constitute a major federal action 
significantly affecting the quality of the human environment. The EA 
evaluates alternatives to the proposal, including the noaction  alternative.</p><p>    The U.S. Army Corps of Engineers (COE) and the U.S. Coast Guard 
(Coast Guard) are participating as cooperating agencies in the 
preparation of the EA. The COE would require permits pursuant to

  <description><![CDATA[ November 17, 2006.</p><p>    In accordance with the National Environmental Policy Act of 1969, 
as amended, and the Federal Energy Regulatory Commission's (Commission 
or FERC) regulations (18 CFR Part 380), Commission staff has reviewed 
the application for license for the Cooper Lake Hydroelectric Project 
(FERC No. 2170029) and has prepared an environmental assessment (EA). 
The project is located on Cooper Lake, Cooper Creek and Kenai Lake on 
the Kenai Peninsula, Alaska. The EA contains the staff's analysis of 
the potential environmental effects of the project and concludes that 
licensing the project, with appropriate environmental protective 
measures, would not constitute a major federal action that would  significantly affect the quality of the human environment.</p><p>    A copy of the EA is on file with the Commission and is available 
for pubic inspection. The EA may also be viewed on the Commission's Web

Part 380 [FERC Order No. 486, 52 FR 47897]), the Office of Energy 
Projects staff (staff) has reviewed the application for a New Major 
License for the Priest Rapids Project (FERC No. 2114116), located on 
the Columbia River in Grant, Yakima, Kittitas, Douglas, Benton, and 
Chelan Counties, Washington, and has prepared a Final Environmental 
Impact Statement (final EIS) for the project. The project occupies 
about 3,104 acres of federal lands managed by the U.S.: Bureau of Land 
Management, Bureau of Reclamation, Department of Energy, Department of  the Army, and Fish and Wildlife Service.</p><p>    The final EIS contains staff's analysis of the applicant's proposal 
and the alternatives for relicensing the Priest Rapids Project. The

  <title><![CDATA[  Colorado Interstate Gas Company; Notice of Intent To Prepare an  Environmental Impact Statement for the Proposed High]]></title>

  <description><![CDATA[ November 17, 2006.</p><p>    The staff of the Federal Energy Regulatory Commission (FERC or 
Commission) will prepare an environmental impact statement (EIS) that 
discusses the environmental impacts of the High Plains Expansion 
Project (project) involving construction and operation of by Colorado 
Interstate Gas Company (CIG) in Weld, Morgan, and Adams Counties, 
Colorado. These facilities would consist of about 170 miles of 24inch 
and 30inchdiameter pipeline in four separate pipeline segments. The 
EIS will be used by the Commission in its decision making process to 
determine if the project is in the public convenience and necessity.
</p><p>    The project is currently in the preliminary stages of design and at 
this time a formal application has not been filed with the Commission. 
For this project, the Commission is initiating the National 
Environmental Policy Act (NEPA) review prior to receiving the formal 
application. This prefiling process allows interested stakeholders to

by Puget Sound Energy, Inc. (Puget) in Lewis County, Washington. The EA 
will be used by the Commission in its decisionmaking process to  determine whether or not to authorize the project.</p><p>    This notice announces the opening of the scoping period that will 
be used to gather environmental input from the public and interested 
agencies on the project. Your input will help the Commission staff

Historic Places at the NorwayOakdale Hydroelectric Project No. 12514. 
Rule 2010(d)(1) of the Commission's Rules of Practice and Procedure, 18

  <description><![CDATA[ November 17, 2006.</p><p>    On April 16, 2004, Compass Pass Pipeline LLC (Compass Pass) filed 
an application, in Docket No. CP04114000, pursuant to section 7(c) of 
the Natural Gas Act (NGA) for a certificate of public convenience and 
necessity to construct, own, and operate a 36inch diameter natural gas 
pipeline facilities extending approximately 5 miles from the high water 
mark at the shoreline of the Gulf of Mexico to interconnections with 
interstate gas pipelines located near Coden, Mobile County, Alabama. 
Compass Pass also requested, in Docket No. CP04115000, a blanket 
construction certificate under Part 157, Subpart F of the Commission's  regulations.</p><p>    On October 31, 2006, Compass Pass filed a notice of withdrawal of 
the applications. No motion in opposition to the notice of withdrawal 
has been filed with the Commission and the Commission did not disallow

  <title><![CDATA[  GGBB Energy, Inc.; Notice of Issuance of Order ]]></title>

  <description><![CDATA[ November 17, 2006.</p><p>    GGBB Energy, Inc. (GGBB) filed an application for marketbased rate 
authority, with an accompanying tariff. The proposed marketbased 
tariff provides for the sale of energy and capacity at marketbased 
rates. GGBB also requested waivers of various Commission regulations. 
In particular, GGBB requested that the Commission grant blanket 
approval under 18 CFR Part 34 of all future issuances of securities and  assumptions of liability by GGBB.</p><p>    On November 15, 2006, pursuant to delegated authority, the 
Director, Division of Tariffs and Market DevelopmentWest, granted the 
requests for blanket approval under Part 34. The Director's order also 
stated that the Commission would publish a separate notice in the 
Federal Register establishing a period of time for the filing of 
protests. Accordingly, any person desiring to be heard or to protest 
the blanket approvals of issuances of securities or assumptions of

  <description><![CDATA[ November 16, 2006.</p><p>    Take notice that on November 9, 2006, Southern Star Central Gas 
Pipeline, Inc. (Southern Star) tendered for filing, pursuant to Section 
10.3 of the General Terms and Conditions of its FERC Gas Tariff, its 
report of Operational Flow Order (OFO) penalty revenues and refunds.
</p><p>    Southern Star states that pursuant to the Operational Flow Order 
mechanism contained in Section 10 of the General Terms and Conditions 
of Southern Star's tariff, they did not issue any OFOs. Therefore no 
penalties were assessed or collected and no refunds are required for  the twelvemonth period ending September 30, 2006.</p><p>    Southern Star states that copies of the filing were served on all  jurisdictional customers and interested state commissions.</p><p>    Any person desiring to intervene or to protest this filing must
