  <description><![CDATA[ November 23, 2007.</p><p>    The staff of the Federal Energy Regulatory Commission (FERC or 
Commission) has prepared this draft Environmental Impact Statement 
(EIS) for the construction and operation of the natural gas pipeline 
facilities proposed by Rockies Express Pipeline LLC (Rockies Express) 
in the abovereferenced docket. The Project facilities would be located 
in Wyoming, Nebraska, Missouri, Illinois, Indiana, and Ohio.
</p><p>    This draft EIS was prepared to satisfy the requirements of the 
National Environmental Policy Act (NEPA). The U.S. Army Corps of 
Engineers, U.S. Fish and Wildlife Service, Natural Resources 
Conservation Service, and Illinois Department of Agriculture are 
cooperating agencies for the development of the EIS. A cooperating 
agency has jurisdiction by law or special expertise with respect to 
potential environmental impacts associated with the proposal and is  involved in the NEPA analysis.</p><p>    The FERC staff concludes that if the Project is constructed and

  <title><![CDATA[  Pypha Energy LLC; Notice of Issuance of Order ]]></title>

  <description><![CDATA[ November 26, 2007.</p><p>    Pypha Energy LLC (Pypha) filed an application for marketbased rate 
authority, with an accompanying rate schedule. The proposed market
based rate schedule provides for the sale of energy, capacity and 
ancillary services at marketbased rates. Pypha also requested waivers 
of various Commission regulations. In particular, Pypha requested that 
the Commission grant blanket approval under 18 CFR part 34 of all 
future issuances of securities and assumptions of liability by Pypha.
</p><p>    On November 21, 2007, pursuant to delegated authority, the 
Director, Division of Tariffs and Market DevelopmentWest, granted the 
requests for blanket approval under Part 34 (Director's Order). The

(Rockies) tendered for filing as part of its FERC Gas Tariff, Second
