  <title><![CDATA[  Small Entity Compliance Guides on Registration of Food Facilities  and Prior Notice of Imported Food; Availability]]></title>

  <description><![CDATA[  The Food and Drug Administration (FDA) is announcing the 
availability of small entity compliance guides (SECGs) for the interim 
final rules on Registration of Food Facilities and Prior Notice of 
Imported Food issued under the Public Health Security and Bioterrorism 
Preparedness and Response Act of 2002 (the Bioterrorism Act). Both 
interim final rules published in the Federal Register of October 10, 
2003. These SECGs are intended to help small businesses better 
understand the registration and prior notice regulations.

</p><p>    Pursuant to the Federal Advisory Committee Act, the Department of 
Health and Human Services (HHS) announces the following advisory  committee meeting.</p><p>    Name: National Committee on Vital and Health Statistics (NCVHS), 
Workgroup on the National Health Information Infrastructure (NHII). </p><p>    Time and Date: 9 a.m.3 p.m., December 19, 2003.</p><p>    Place: Hubert H. </p><p>    The Substance Abuse and Mental Health Services Administration 
(SAMHSA) has submitted the following request (see below) for emergency 
OMB review under the Paperwork Reduction Act (44 U.S.C. Chapter 35).

groups as are needed to carry out the requirements of Title V of the 
PHS Act. SAMHSA administers a large discretionary grants program under 
authorization of Title V, and for many years SAMHSA has funded grants
