  <title><![CDATA[  Agency Information Collection Activities: Proposed Collection;  Comment Request]]></title>

</p><p>    The Department of Homeland Security (DHS) and the U.S. Citizenship 
and Immigration Services (CIS) has submitted the following information 
collection request to the Office of Management and Budget (OMB) for 
review and clearance in accordance with the Paperwork Reduction Act of 
1995. A notice containing this information collection was previously 
published in the Federal Register on July 28, 2002, at 68 FR 44347. The 
notice allowed for a 60day public review and comment period. No 
comments were received by the CIS on this proposed information  collection.</p><p>    The purpose of this notice is to allow an additional 30 days for 
public comments. Comments are encouraged and will be accepted until 
January 2, 2004. This process is conducted in accordance with 5 CFR  1320.10.</p><p>    Written comments and/or suggestions regarding the items contained  in this<br/> [[Page 67464]]<br/>

  <title><![CDATA[  Safety Zone; Bogue Sound, NC ]]></title>

  <description><![CDATA[ The Coast Guard is establishing a safety zone in the Atlantic 
Intracoastal Waterway (AICW) in the vicinity of Marine Corps Base Camp 
Lejeune, NC. Naval gunfire will be conducted crossing the AICW from 
offshore in the vicinity of N1/BT3 impact area and impacting areas in 
Camp Lejeune. This safety zone is needed to ensure the safety of 
persons and vessels operating on the AICW in this area during the 
specified periods. Entry into this safety zone is prohibited unless 
authorized by the Captain of the Port or his/her designated 
representative.

  <title><![CDATA[
Suspending the 30-Day and Annual Interview Requirements From the  Special Registration Process for Certain]]></title>

  <description><![CDATA[ This rule amends Department of Homeland Security (DHS) 
regulations for the registration and monitoring of certain nonimmigrant 
aliens. This rule amends existing regulations by suspending the 30day 
and annual reregistration requirements for aliens who are subject to 
the National Security EntryExit Registration System (NSEERS) 
Registration. Instead of requiring all aliens subject to NSEERS to 
appear for 30day and/or annual reregistration interviews, the DHS 
will utilize a more tailored system in which it will notify individual 
aliens of future registration requirements. This rule also eliminates 
the requirement for those nonimmigrant aliens subject to special 
registration who are also enrolled in the Student and Exchange Visitor 
Information System (SEVIS) to separately notify DHS of changes in 
educational institutions and addresses. Additionally, this rule 
clarifies how nonimmigrant aliens may apply for relief from special 
registration requirements and clarifies that certain alien crewmen are
