  <title><![CDATA[  Safety Zone; Bering Sea, Aleutian Islands, Unalaska Island, AK]]></title>

  <description><![CDATA[ The Coast Guard is extending the effective period of the 
safety zone in the Bering Sea, Unalaska Island, Alaska. The zone is 
needed to facilitate safe salvage operations related to the grounding 
of the merchant vessel (M/V) SELENDANG AYU. Entry of vessels or persons 
into this zone is prohibited unless specifically authorized by the 
Commander, Seventeenth Coast Guard District, the Coast Guard Captain of 
the Port, Western Alaska, or their onscene representative. The 
intended effect of the proposed safety zone is to mitigate safety risks 
to salvage personnel.

  <title><![CDATA[  Security Zone; St. John's River, Jacksonville, FL to Ribault Bay]]></title>

  <description><![CDATA[ The Coast Guard is establishing a temporary moving security 
zone around foreign naval submarines in transit within the area between 
12 nautical miles seaward from the baseline at the mouth of the St. 
John's River to Ribault Bay. The security zone includes all waters 
within 500 yards in any direction of the submarine. This rule prohibits 
entry into the security zone without the permission of the Captain of 
the Port (COTP) Jacksonville or his designated representative. Persons 
or vessels that receive permission to enter the security zone must 
proceed at a minimum safe speed, must comply with all orders issued by 
the COTP or his designated representative, and must not proceed any 
closer than 100 yards, in any direction, to the submarine. This 
security zone is needed to ensure public safety and to prevent sabotage 
or terrorist acts against the submarine.

  <title><![CDATA[  Nationwide Automatic Identification System (NAIS); Preparation of  Programmatic Environmental Impact Statement]]></title>

  <description><![CDATA[ The Coast Guard announces that it intends to prepare a 
Programmatic Environmental Impact Statement (PEIS) as part of the 
environmental planning process for the Nationwide Automatic 
Identification System (NAIS) project. The NAIS project, a USCG and DHS 
Level 1 investment and major systems acquisition, was initiated as a 
component of implementing the Maritime Transportation Security Act of 
2002. Implementation of the NAIS, in part, involves installing 
Automatic Identification System (AIS) equipment and related support 
systems on and around communications towers or other structures along  95,000 miles of coastline and inland rivers.</p><p>    The NAIS project is being conducted to provide the USCG with the 
capability to receive and distribute information from shipboard 
Automatic Identification System (AIS) equipment in order to enhance 
Maritime Domain Awareness (MDA). The project will provide detection and 
identification of vessels carrying AIS equipment approaching or

community inspection report, which is the subject of this information 
collection submission. The community inspection report will be used in 
the implementation of the inspection procedure in the Monroe County, 
the City of Marathon, and the Village of Islamorada, Florida and any 
other community that incorporates in Monroe County on or after January
