  <title><![CDATA[  Agency Information Collection Activities: Submission for OMB  Review; Comment Request]]></title>

  <description><![CDATA[ The Federal Emergency Management Agency (FEMA) has submitted 
the following information collection to the Office of Management and 
Budget (OMB) for review and clearance in accordance with the 
requirements of the Paperwork Reduction Act of 1995. The submission 
describes the nature of the information collection, the categories of 
respondents, the estimated burden (i.e., the time, effort and resources 
used by respondents to respond) and cost, and includes the actual data  collection instruments FEMA will use.</p><p>    Title: Federal Assistance for Offsite Radiological Emergency. </p><p>    OMB Number: 16600024.</p><p>    Abstract: In accordance with Executive Order 12657, FEMA \1\ will 
need certain information from the licensee in order to form a decision 
as to whether or not a condition of ``decline or fail'' exists on the 
part of State or local governments (44 CFR 352.34). This information 
will be collected by the appropriate FEMA Regional Office or
