  <title><![CDATA[  Blackstone River Valley National Heritage Corridor Commission:  Notice of Meeting]]></title>

</p><p>    Notice is hereby given in accordance with Section 552b of Title 5, 
United States Code, that a meeting of the John H. Chafee Blackstone 
River Valley National Heritage Corridor Commission will be held on  Thursday, November 20, 2008.</p><p>    The Commission was established pursuant to Public Law 99647. The 
purpose of the Commission is to assist federal, state and local 
authorities in the development and implementation of an integrated 
resource management plan for those lands and waters within the  Corridor.</p><p>    The meeting will convene on November 20, 2008 at 9 a.m. at Central 
Mass Regional Planning Commission, located at 2 Washington Square, 2nd  floor, Worcester, MA for the following reasons:<br/> 1. Approval of Minutes<br/> 2. Chairman's Report<br/> 3. Executive Director's Report<br/> 4. Financial Budget</p>
<h3>5. Public Input</h3>
<p>    It is anticipated that about thirty people will be able to attend  the session in addition to the Commission members.</p><p>    Interested persons may make oral or written presentations to the

  <title><![CDATA[  Coyote Springs Investment Planned Development Project Multiple- Species Habitat Conservation Plan]]></title>

  <description><![CDATA[ Pursuant to the National Environmental Policy Act (NEPA), the 
Fish and Wildlife Service (Service) as the lead agency, together with 
the U.S. Army Corps of Engineers (Corps) and Bureau of Land Management 
(BLM) as cooperating agencies, advise the public of the availability of 
the final Environmental Impact Statement (EIS) on the application from 
Coyote Springs Investment LLC (CSI) for a Section 10 incidental take 
permit pursuant to the Endangered Species Act of 1973, as amended 
(ESA), a section 404 permit under the Clean Water Act, and 
reconfiguration of CSI private and lease lands in Lincoln County. In 
addition, the EIS includes the proposed action of BLM issuing a right
ofway within the BLM utility corridor, located west of U.S. Highway 93 
in Lincoln County for the construction of detention basins.
</p><p>    This notice also announces the availability of the CSI Multiple
Species Habitat Conservation Plan (MSHCP), which CSI has submitted as

  <title><![CDATA[DEPARTMENT OF COMMERCE ]]></title>

  <description><![CDATA[  We (NMFS and USFWS) have determined that naturally spawned 
and conservation hatchery populations of Atlantic salmon within the 
range of the Gulf of Maine (GOM) distinct population segment (DPS), 
including those that were already listed in November 2000, constitute a 
new GOM DPS and hence a ``species'' for listing as endangered or 
threatened consideration under the Endangered Species Act (ESA). This 
also constitutes a 12month finding on a petition to list Atlantic 
salmon in the Kennebec River as endangered. We will propose to 
designate critical habitat for the GOM DPS in a subsequent Federal 
Register notice.

  <title><![CDATA[DEPARTMENT OF COMMERCE ]]></title>

  <description><![CDATA[ This notice advises the public that the Oregon Department of 
Forestry (ODF), has submitted applications to the U.S. Fish and 
Wildlife Service (FWS) and the National Marine Fisheries Service (NMFS) 
for incidental take permits (Permit(s)) pursuant to the Endangered 
Species Act of 1973, as amended (ESA). As required by the ESA, ODF has 
also prepared a Habitat Conservation Plan (Plan) designed to minimize 
and mitigate any such take of endangered or threatened species. The 
Permit applications are related to forest management and timber harvest 
activities on the Elliott State Forest in Coos and Douglas Counties, 
Oregon. The FWS and NMFS (together, the Services) are colead agencies  in this effort.</p><p>    The Permit applications include the proposed Plan and a draft 
Implementation Agreement (IA). The Services also announce the 
availability of a draft Environmental Impact Statement (DEIS) for the  proposed action.</p><p>    The Services are requesting comments from the public on the Permit

  <title><![CDATA[  Oregon Parks and Recreation Department Habitat Conservation Plan  for the Western Snowy Plover in Clatsop, Tillamook,]]></title>

  <description><![CDATA[ This notice advises the public and other interested parties 
that the comment period for the Draft Environmental Impact Statement 
(DEIS), Habitat Conservation Plan (HCP), Incidental Take Permit (ITP) 
application, and Implementing Agreement (IA) regarding the Oregon Parks 
and Recreation Department's (OPRD) HCP for the western snowy plover is 
reopened for fifteen days. The original notice contains additional 
information and was published in the Federal Register on November 5,  2007 (72 FR 62485).</p><p>    The OPRD has submitted an application to the U.S. Fish and Wildlife 
Service (Service) for an ITP pursuant to section 10(a)(1)(B) of the 
Endangered Species Act of 1973, as amended (ESA). As required by 
section 10(a)(2)(B) of the ESA, the OPRD has also prepared an HCP that 
describes the proposed actions and measures the applicant will 
implement to minimize and mitigate take of the threatened western snowy

The permit application includes a proposed Safe Harbor Agreement 
(Agreement) between the Applicant and the Service for the federally
threatened bay checkerspot butterfly (Euphydryas editha bayensis), the

  <title><![CDATA[  Notice of Availability of the Draft Environmental Impact  Statement for the West Tavaputs Plateau Natural Gas Full]]></title>

  <description><![CDATA[ This notice announces the availability of the Draft 
Environmental Impact Statement (DEIS) for the West Tavaputs Plateau 
Natural Gas Full Field Development Plan prepared pursuant to the 
National Environmental Policy Act of 1969 (NEPA). The DEIS evaluates 
the impacts of development of natural gas resources on approximately 
137,700 acres of public, state, and private lands on the West Tavaputs 
Plateau in Carbon and Duchesne Counties, Utah. This NEPA analysis will 
provide a basis for the Bureau of Land Management (BLM) to amend the 
applicable land use plan per 43 CFR 1610 if necessary.
