regulations (45 CFR part 504) and the Government in the Sunshine Act (5 
U.S.C. 552b), hereby gives notice in regard to the scheduling of 
meetings for the transaction of Commission business and other matters  specified, as follows:</p><p>    Date and Time: Friday, October 16, 2009, at 11 a.m.

  <title><![CDATA[
Notice of Lodging of Proposed Consent Decree under the Clean  Water Act]]></title>

</p><p>    Notice is hereby given that on September 29, 2009, a Consent Decree 
in United States of America and Commonwealth of Virginia v. Hampton 
Roads Sanitation District, Civil Action No. 2:09cv481, was lodged 
with the United States District Court for the Eastern District of  Virginia, Norfolk Division.</p><p>    The Commonwealth of Virginia joins the United States as a co
plaintiff in this action and in the consent decree. The proposed 
consent decree resolves the claims in the Joint Complaint in this 
action, filed together with this Notice of Lodging, in which the United 
States and the Commonwealth of Virginia allege that HRSD has violated 
the Federal Water Pollution Control Act, a/k/a/ the Clean Water Act, 33 
U.S.C. 1251 et seq. (the ``Act'') and the State Water Control Law, 
Sec.  62.144.2 et seq. of the Code of Virginia of 1950. Specifically, 
Plaintiffs allege that HRSD had over 350 unauthorized discharges of 
sewage, known as sanitary sewer overflows (``SSOs''), since February,  2003.</p><p>    The consent dec<script type="text/javascript">
