  <title><![CDATA[  Proposed Extension of the Information Collection Request  Submitted for Public Comment and Recommendations;]]></title>

  <description><![CDATA[ The Department of Labor, as part of its continuing effort to 
reduce paperwork and respondent burden, conducts a preclearance 
consultation program to provide the general public and Federal agencies 
with an opportunity to comment on proposed and/or continuing 
collections of information in accordance with the Paperwork Reduction 
Act of 1995(PRA95) [44 U.S.C. 3506(c)(2)(A)]. This program helps to 
ensure that requested data can be provided in the desired format; 
reporting burden (time and financial resources) is minimized; 
collection instruments are clearly understood; and the impact of 
collection requirements on respondents can be properly assessed.

  <title><![CDATA[  Labor Certification Process for Temporary Agricultural Employment  of Nonimmigrant Workers in the United States (H-2A]]></title>

  <description><![CDATA[ As the result of the General Accounting Office (GAO) 
recommendation to the Secretary of Labor on ways to improve the H2A 
program, the Department of Labor (DOL) has designed an H2A case 
management system to improve data tracking and reporting capabilities. 
The system will also provide a userfriendly platform for the Regional 
Office staff and the regulated community to enter application data. The 
Division of Foreign Labor Certification, Employment and Training 
Administration (ETA), Department of Labor, announces two formal 
briefings to demonstrate to agricultural employers and other interested 
parties the new OnLine Application Processing System. The briefings 
will allow ETA to demonstrate to the regulated community, i.e., 
employers, attorneys, agents and associations, the benefits of the on
line application completion module.

  <title><![CDATA[  Regulations Implementing the Federal Coal Mine Health and Safety  Act of 1969, as Amended]]></title>

  <description><![CDATA[ This final rule implements the decision of the United States 
Court of Appeals for the District of Columbia Circuit resolving a broad 
challenge to numerous provisions of a final rule, promulgated by the 
Department of Labor on December 20, 2000, amending the regulations 
implementing the Black Lung Benefits Act. In its June 14, 2002 opinion, 
the court reviewed both the substance of many provisions of the rule 
and the applicability of numerous provisions. It upheld the substance 
of all but one provision, and held that several other provisions were 
inapplicable to certain claims. The court therefore affirmed in part 
the district court's decision upholding the rule in its entirety, 
reversed in part, and remanded the case for further proceedings 
consistent with its opinion. The district court, in turn, remanded the 
case to the Department for further proceedings in accordance with the 
D.C. Circuit's opinion. This final rule implements the D.C. Circuit's 
opinion. It makes no other changes.

Currently, the Department of Labor is soliciting comments concerning 
the proposed extension of the Applicant Background Questionnaire'. A 
copy of the proposed information collection request (ICR) can be 
obtained by contacting the office listed below in the addressee section 
of this notice.
