Notice of Availability of the Draft Environmental Impact  Statement; Enbridge Energy, Limited Partnership (``Alberta]]></title>

  <description><![CDATA[ The staff of the Department of State has prepared a Draft 
Environmental Impact Statement (EIS) for the proposed Enbridge Energy, 
Limited Partnership (``Enbridge'') Alberta Clipper Pipeline Project. 
Enbridge has applied to the Department of State for a Presidential 
Permit, pursuant to Executive Order 13337 of April 30, 2004, to 
construct, connect, operate, and maintain a 36inch diameter crude oil 
and liquid hydrocarbon pipeline at the U.S.Canadian border near Neche, 
Pembina County, North Dakota, for the purpose of transporting liquid 
hydrocarbons and other petroleum products between the United States and 
Canada. Enbridge seeks this authorization in connection with its 
Alberta Clipper Pipeline Project (``Alberta Clipper Project''), which 
is designed to transport Canadian crude oil from the Western Canadian 
Sedimentary Basin (``WCSB'') to existing refinery markets primarily in  the Midwest region of the United States.</p><p>    The Secretary of State is designated and empowered to receive all

  <title><![CDATA[
U.S. Department of State Advisory Committee on Private  International Law: Working Group on Conflicts of Law]]></title>

</p><p>    A Working Group on Conflicts of Law has been established under the 
Department of State Advisory Committee on Private International Law to 
consider issues relating to choice of law, applicable law and dispute 
resolution. This is not a meeting of the full Advisory Committee.
</p><p>    In the context of the Seventh InterAmerican Specialized Conference 
on Private International Law (CIDIPVII), the Committee on Juridical 
and Political Affairs of the Permanent Council of the Organization of 
American States (OAS) is carrying out work on consumer rights as part 
of its program on private law. Three proposals have been put forward: a 
Brazilian draft convention on applicable law, a Canadian draft model 
law on jurisdiction and applicable law, and a United States proposal in 
the form of legislative guidelines and model laws/rules to promote 
consumer redress mechanisms such as small claims tribunals, collective 
procedures, online dispute resolution, and government actions.

U.S. Department of State Advisory Committee on Private  International Law: Working Group on Conflicts of Law]]></title>

</p><p>    A Working Group on Conflicts of Law has been established under the 
Department of State Advisory Committee on Private International Law to 
consider issues relating to choice of law, applicable law and dispute  resolution.</p><p>    In the context of the Seventh InterAmerican Specialized Conference 
on Private International Law (CIDIPVII), the Committee on Juridical 
and Political Affairs of the Permanent Council of the Organization of 
American States (OAS) is carrying out work on consumer rights as part 
of its program on private law. Three proposals have been put forward: a 
Brazilian draft convention on applicable law, a Canadian draft model 
law on jurisdiction and applicable law, and a United States proposal in 
the form of legislative guidelines and model laws/rules to promote 
consumer redress mechanisms such as small claims tribunals, collective 
procedures, online dispute resolution, and government actions.

 APEC 2011 Leaders' Meeting ]]></title>

</p><p>    Summary: United States cities and major resort/hotel destinations 
are invited to present proposals to hold the concluding series of 
meetings of the Asia Pacific Economic Cooperation (APEC) forum 
scheduled for November 1220, 2011. Over the course of nine days, the 
United States Government will organize various official and informal 
events, bilateral meetings, and media events that APEC member economies 
will attend. In total, up to 20,000 participants, including support 
staff, security, media, and businesspersons are expected to attend. 
Global media attention will focus on the APEC Leaders' Meetings and the 
city selected to host the event. The President of the United States, 18 
other Heads of Government and representatives from Hong Kong and Taiwan 
are expected to attend. Each APEC delegation will likely come with its 
own advisors, security, and media. The APEC CEO Summit will also 
attract senior business executives from around the AsiaPacific region.

matter pursuant to Section 219(a)(4)(C) of the Immigration and 
Nationality Act, as amended (8 U.S.C. 1189(a)(4)(C)) (``INA''), and in 
consultation with the Attorney General and the Secretary of the 
Treasury, I conclude that the circumstances that were the basis for the 
2003 redesignations of the aforementioned organizations as foreign 
terrorist organizations have not changed in such a manner as to warrant 
revocation of the designations and that the national security of the  United States does not warrant a revocation.</p><p>    Therefore, I hereby determine that the designations of the 
aforementioned organizations as foreign terrorist organizations,

Overseas Security Advisory Council (OSAC) Renewal ]]></title>

</p><p>    The Department of State has renewed the Charter of the Overseas 
Security Advisory Council. This advisory council will continue to 
interact on overseas security matters of mutual interest between the 
U.S. Government and the American private sector. The Council's 
initiatives and security publications provide a unique contribution to 
protecting American private sector interests abroad. The Under 
Secretary for Management has determined that the Council is necessary  and in the public interest.</p><p>    The Council consists of representatives from four (4) U.S. 
Government agencies and thirty (30) American private sector companies 
and organizations. The Council will follow the procedures prescribed by 
the Federal Advisory Committee Act (FACA) (Pub. L. 92463). Meetings 
will be open to the public unless a determination is made in accordance 
with Section 10(d) of the FACA, 5 U.S.C. 552b(c)(1) and (4), that a

Rescission of Determination Regarding North Korea ]]></title>

</p><p>    In accordance with section 6(j) of the Export Administration Act of 
1979 (50 U.S.C. App. 2405(j)), and as continued in effect by Executive 
Order 13222 of August 17, 2001, I hereby rescind the Determination of 
January 20, 1988, regarding North Korea. This action is based upon the 
considerations contained in the memorandum accompanying the 
Presidential Report of June 26, 2008, regarding North Korea.
</p><p>    This rescission shall also satisfy the provisions of section 
620A(c) of the Foreign Assistance Act of 1961, Public Law 87195, as 
amended (22 U.S.C. 2371(c)), and section 40(f) of the Arms Export

Review (L/BAR), which had been authorized to review certain Department 
determinations, in particular those related to loss of citizenship and 
passport denials. Because L/BAR's jurisdiction has been superseded or 
made obsolete, and in large part replaced by review of loss of 
citizenship and passport matters by the Bureau of Consular Affairs, 
this rule eliminates L/BAR and authorizes on a discretionary basis an 
alternative, less cumbersome review of loss of nationality 
determinations by the Bureau of Consular Affairs.

  <description><![CDATA[ This rule adopts as final without change the Department's 
interim rule published on December 17, 2002, at 67 FR 77158. The rule 
changes the requirements pertaining to the issuance of visas to certain 
health care workers. Certain foreign health care workers now need to 
present certificates establishing competency in a specific health care 
field. Certification is issued by the Commission on Graduates of 
Foreign Nursing Schools (CGFNS) or other credentialing organizations 
that have been approved by the Secretary of Homeland Security (DHS) in 
consultation with the Secretary of Health and Human Services (HHS). 
This rule facilitates greater uniformity between the regulations of DHS 
and the Department of State.

to create a new system of records, the International Narcotics and Law 
Enforcement Affairs Personnel Records System, which is currently in 
operation, pursuant to the provision of the Privacy Act of 1974 as 
amended (5 U.S.C. 552a) and Office of Management and Budget Circular 
No. A130, Appendix I. The Department's report was filed with the  Office of Management and Budget on October 8, 2008.</p><p>    It is proposed that the new system be named ``International 
Narcotics and Law Enforcement Affairs Personnel Records System.'' The 
new system description will specify that International Narcotics and 
Law Enforcement Affairs Personnel Records System maintains records 
primarily on contracted personnel serving in criminal justice roles for

</p><p>    The Fine Arts Committee of the Department of State will meet on 
November 13, 2008 at 11 a.m. in the Henry Clay Room of the Harry S. 
Truman Building, 2201 C Street NW., Washington, DC. The meeting will 
last until approximately 12 p.m. and is open to the public.
</p><p>    The agenda for the committee meeting will include a summary of the 
work of the Fine Arts Office since its last meeting on April 25, 2008 
and the announcement of gifts and loans of furnishings as well as 
financial contributions from January 1, 2008 through September 30,  2008.</p><p>    Public access to the Department of State is strictly controlled and 
space is limited. Members of the public wishing to take part in the

Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of

establish the Global AIDS Coordinator's Expert Panel on Prevention of  MothertoChild Transmission of HIV.</p><p>    Purpose: The objectives and scope of activities of the Expert Panel 
are to provide an objective review of activities to prevent motherto
child transmission of HIV (human immunodeficiency virus, the pathogen 
that causes Acquired Immune Deficiency Syndrome (AIDS)), and to provide 
a report and recommendations to the Global AIDS Coordinator and to the 
appropriate congressional committees for scaleup of prevention of  MothertoChild transmission prevention services.</p><p>    Membership: The Panel shall consist of not more than fifteen

the DV2010 Program. This notice is issued pursuant to 22 CFR 
42.33(b)(3) which implements sections 201(a)(3), 201(e), 203(c) and 
204(a)(1)(I) of the Immigration and Nationality Act, as amended (8  U.S.C. 1151, 1153, and 1154(a)(1)(I)).<br/>
Instructions for the 2010 Diversity Immigrant Visa Program (DV2010)
</p><p>    The congressionally mandated Diversity Immigrant Visa Program is 
administered on an annual basis by the Department of State and 
conducted under the terms of Section 203(c) of the Immigration and 
Nationality Act (INA). Section 131 of the Immigration Act of 1990 (Pub. 
L. 101649) that amended INA 203 provides for a class of immigrants 
known as ``diversity immigrants.'' Section 203(c) of the INA provides a 
maximum of 55,000 Diversity Visas (DV) each fiscal year to be made

Pursuant to the authority vested in me by the Act of October 19, 1965 
(79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 
1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 
Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of 
Authority No. 234 of October 1, 1999, Delegation of Authority No. 236 
of October 19, 1999, as amended, and Delegation of Authority No. 257 of 
April 15, 2003 [68 FR 19875], I hereby determine that the objects to be 
included in the exhibition ``Worshiping Women: Ritual and Reality in 
Classical Athens,'' imported from abroad for temporary exhibition

Cancellation of a Meeting of the International Telecommunication  Advisory Committee]]></title>

</p><p>    Summary: This notice cancels an announced meeting of the  International Telecommunication Advisory Committee (ITAC).</p><p>    The ITAC Meeting scheduled for October 8 from 10 a.m. to 12 p.m. is 
hereby cancelled. It is rescheduled for November 6 from 2 to 4 p.m. at 
1120 20th Street, NW., 10th Floor, Washington, DC 20036. The ITAC 
meeting will solicit advice for the U.S. Government on the annual ITU 
Council Meeting, which will be held from November 1221, 2008 at ITU 
headquarters in Geneva, Switzerland. The ITAC meeting will also discuss 
the results of the ITU World Telecommunication Standardization 
Assembly, which will be held October 2130, 2008 in Johannesburg, South  Africa.</p><p>    This meeting is open to the public as seating capacity allows. The  public will have an opportunity to provide<br/> [[Page 55892]]<br/>

  <title><![CDATA[
Executive Order 11423, as Amended; Notice of Receipt of  Application To Amend Presidential Permit for an International]]></title>

  <description><![CDATA[ The Department of State hereby gives notice that, on September 
4, 2008, it received an application to amend the Presidential Permit 
that authorizes the construction, operation, and maintenance of the 
Veterans International Bridge at Los Tomates on the U.S.Mexico border 
at Brownsville, Texas and Matamoros, Tamaulipas, Mexico. Cameron 
County, Texas filed the application and is acting as the project 
sponsor. Cameron County proposes to build a second bridge, essentially 
identical to the existing fourlane bridge, to accommodate increasing 
traffic volume, to improve pedestrian safety, and to allow more 
efficient separation of different types of traffic as it approaches the 
border station owned by the General Services Administration and 
operated by the Bureau of Customs and Border Protection of the 
Department of Homeland Security. The proposed second bridge would not  require changes to the border station itself.</p><p>    The Department of State's jurisdiction over this application is

capacity of the meeting room. The Committee members will discuss
