Both proposed rules were published in the Federal Register on January 11, 2013. We are extending the comment period to allow

The Ordinance regulates and controls the possession, sale and consumption of liquor within the Indian Country of the Bishop Paiute Tribe. The land is trust land and this Ordinance allows for the possession and sale of alcoholic beverages within the jurisdiction of the Bishop Paiute Tribe. This rule designates the Sleeping Bear Heritage Trail currently under construction within Sleeping Bear Dunes National Lakeshore as a route for bicycle use. The approximately 27milelong trail will generally parallel major state highways and offer visitors safe, nonmotorized access to the park. We, the Office of Surface Mining Reclamation and Enforcement (OSM), are announcing receipt of a proposed amendment to the Kentucky regulatory program (``the Kentucky program'') for surface coal mining and reclamation operations under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act). Kentucky has revised its bonding regulations to satisfy, in part, the concerns included in a letter from OSM dated May 1, 2012, regarding bonding inadequacies. If we finalize this rule as proposed, it would extend the Act's protections to this species. The effect of this regulation is to add the distinct population segment of the North American wolverine occurring in the contiguous United States to the List of Endangered and Threatened Wildlife in our regulations. We also propose a special rule under section 4(d) of the Act to apply the specific prohibitions of the Act necessary to protect the wolverine. We find that critical habitat is not determinable at this time.
