  <title><![CDATA[  Procedures for Establishing Spring/Summer Subsistence Harvest  Regulations for Migratory Birds in Alaska]]></title>

  <description><![CDATA[ The U.S. Fish and Wildlife Service (Service or we) adopts 
regulations establishing procedures for implementing a spring/summer 
migratory bird subsistence harvest in Alaska. The 1916 Convention for 
the Protection of Migratory Birds Between the United States and Great 
Britain (for Canada) established a closed season for the taking of 
migratory birds between March 10 and September 1. Residents of northern 
Alaska and Canada traditionally harvested migratory birds for 
nutritional purposes during the spring and summer months. The 
governments of Canada, Mexico, and the United States recently amended 
the 1916 Convention and the subsequent 1936 Mexico Convention for the 
Protection of Migratory Birds and Game Mammals. The amended treaties 
provide for the legal subsistence harvest of migratory birds and their 
eggs in Alaska and Canada during the closed season. This rule 
establishes procedures for implementing that change and for 
incorporating subsistence management into the continental migratory

  <title><![CDATA[  Migratory Bird Hunting; Proposed Frameworks for Late-Season  Migratory Bird Hunting Regulations]]></title>

  <description><![CDATA[ The Fish and Wildlife Service (hereinafter Service or we) is 
proposing to establish the 200203 lateseason hunting regulations for 
certain migratory game birds. We annually prescribe frameworks, or 
outer limits, for dates and times when hunting may occur and the number 
of birds that may be taken and possessed in late seasons. These 
frameworks are necessary to allow State selections of seasons and 
limits and to allow recreational harvest at levels compatible with 
population and habitat conditions.

  <title><![CDATA[  Agency Information Collection Activities: Submitted for Office of  Management and Budget (OMB) Review; Comment Request]]></title>

  <description><![CDATA[ To comply with the Paperwork Reduction Act of 1995 (PRA), we 
are notifying the public that we have submitted to OMB for review and 
approval the revised forms MMS123 and MMS123S, and the revised and 
renamed forms MMS124, MMS125, and MMS133. The modifications are an 
integral part of the new ``EForms Permit Process'' that we are 
developing to provide an electronic option for drilling and well 
permitting and information submission.

  <title><![CDATA[  Kentucky Regulatory Program ]]></title>

  <description><![CDATA[ We are announcing receipt of a proposed amendment to the 
Kentucky regulatory program (the ``Kentucky program'') under the 
Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act). 
Kentucky proposes additions to its rules about sedimentation ponds and 
intends to revise its program to be consistent with the corresponding 
Federal regulations. This document gives the times and locations that  the Kentucky program and proposed amendment to that<br/> [[Page 53540]]<br/>
program are available for your inspection, the comment period during 
which you may submit written comments on the amendment, and the 
procedures that we will follow for the public hearing, if one is 
requested.

  <title><![CDATA[  West Virginia Regulatory Program ]]></title>

  <description><![CDATA[ We, the Office of Surface Mining Reclamation and Enforcement 
(OSM) are reopening the public comment period on an amendment to the 
West Virginia surface mining regulatory program (the West Virginia 
program) under the Surface Mining Control and Reclamation Act of 1977 
(SMCRA or the Act). The program amendment consists of changes to the 
Code of State Regulations as contained in House Bill 4163. We are 
reopening the comment period to provide an opportunity to review and 
comment on additional amendments provided by the State and provisions 
that we inadvertently omitted identifying as being part of the State's 
original submittal of this amendment. The amendment is intended to  improve the effectiveness of the West Virginia program.</p><p>    This document gives the times and locations that the West Virginia
