  <description><![CDATA[ We, the U.S. Fish and Wildlife Service (Service), announce a 
correction to the proposed rule to revise critical habitat for the  endangered Perdido Key beach mouse (Peromyscus polionotus <br/>
trissyllepsis) and Choctawhatchee beach mouse (Peromyscus polionotus 
allophrys), and designate critical habitat for the endangered St. 
Andrew beach mouse (Peromyscus polionotus peninsularis) published in 
the Federal Register on December 15, 2005. The proposed rule was 
published with an incorrect electronic mail address for submission of 
comments.

  <title><![CDATA[  Notice of Inventory Completion: Phoebe A. Hearst Museum of  Anthropology, University of California, Berkeley,]]></title>

</p><p>    Notice is here given in accordance with provisions of the Native 
American Graves Protection and Repatriation Act (NAGPRA), 25 U.S.C. 
3003, of the completion of an inventory of human remains and associated 
funerary objects in the possession of the Phoebe A. Hearst Museum of 
Anthropology, University of California, Berkeley, Berkeley, CA. The 
human remains and associated funerary objects were removed from  Humboldt County, CA.</p><p>    This notice is published as part of the National Park Service's 
administrative responsibilities under NAGPRA, 25 U.S.C. 3003 (d)(3). 
The determinations in this notice are the sole responsibility of the 
museum, institution, or Federal agency that has control of the Native 
American human remains and associated funerary objects. The National 
Park Service is not responsible for the determinations in this notice.

associated documents relevant to the human remains was made by Phoebe

  <title><![CDATA[  Receipt of an Application for an Incidental Take Permit for  Florida Scrub-jays Resulting From the Proposed]]></title>

  <description><![CDATA[ Riverside Development Group, Inc. (Applicant) requests an 
incidental take permit (ITP) for a duration of two years, pursuant to 
section 10(a)(1)(B) of the Endangered Species Act of 1973 (Act) as 
amended (U.S.C. 1531 et seq.). The Applicant anticipates the loss of  about 1.57 acres of occupied Florida scrubjay (Aphelocoma <br/>
coerulescens) (scrubjay) habitat in Section 8, Township 27 South, 
Range 37 East, in the City of Melbourne, Brevard County, Florida. 
Habitat loss would occur as a result of vegetation clearing and the 
subsequent construction of a 126 unit singlefamily home subdivision 
and commercial facilities on the 36acre project site. The loss of one 
scrubjay family could occur as a result of the Applicant's proposed  project.</p><p>    The Applicant's Habitat Conservation Plan (HCP) describes the 
mitigation and minimization measures proposed to address the effects of 
the project on the Florida scrubjay. These measures are also outlined 
in the Service's Environmental Assessment (EA) and in the SUPPLE<script type="text/javascript">

  <title><![CDATA[  Notice of Public Meetings--John Day/Snake Resource Advisory  Council]]></title>

  <description><![CDATA[ In accordance with the Federal Land Policy and Management Act 
(FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. 
Department of the Interior, Bureau of Land Management (BLM) John Day 
Snake Resource Advisory Council (RAC), will meet as indicated below:
</p><p>    The John Day/Snake Resource Advisory Council is scheduled to meet 
on February 7, 2006, at the Oxford Suites, 2400 SW., Court Place in 
Pendleton, OR 97801. The meeting time will be from approximately 8 a.m. 
to 4 p.m. A public comment will begin at 1 p.m. and end at 1:15 p.m. 
(Pacific Time). The meeting may include such topics as OHV, Noxious 
Weeds, Planning, Sage Grouse, and other matters as may reasonably come 
before the council. Potential updates specific to this scheduled 
meeting include salmon recovery, BLM Vegetation Management 
Environmental Impact Statement the John Day Snake Resource Management  Plan.</p><p>    Meeting Procedures: The meeting is open to the public. The public

  <title><![CDATA[  Draft Environmental Impact Statement for the Proposed Cordova Oil  Spill Response Facility, Cordova, AL]]></title>

  <description><![CDATA[ This notice advises the public that the Bureau of Indian 
Affairs (BIA) intends to file a Draft Environmental Impact Statement 
(DEIS) with the U.S. Environmental Protection Agency for a proposed oil 
spill response facility at Shepard Point, near Cordova, Alaska, and 
that the DEIS is now available for public review. The purpose of the 
proposed project is to provide a deepwater staging facility for the 
rapid deployment of equipment to the site of an oil spill. This notice 
also announces a hearing for the public to provide comments on the 
DEIS.

  <title><![CDATA[  Notice of Proposed Reinstatement of Terminated Oil and Gas Lease  CACA 38084]]></title>

  <description><![CDATA[ Under the provisions of Section 371(a) of the Energy Policy  Act of 2005, the lessee, North American<br/> [[Page 76069]]<br/>
Civil Recoveries Arbitrage Corporation (NACRA) timely filed a petition 
for reinstatement of oil and gas lease CACA 38084 in (Santa Barbara and 
Ventura County, California. The lessee paid the required rental  accruing from the date of termination, June 1, 2002.</p><p>    No leases were issued that affect these lands. The lessee agrees to 
new lease terms for rentals and royalties of $5 per acre and 16\2/3\ 
percent or 4 percentages above the existing competitive royalty rate. 
The lessee paid the $500 administration fee for the reinstatement of  the lease and $155 cost for publishing this Notice.</p><p>    The lessee met the requirements for reinstatement of the lease per 
Sec. 31(e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188(e)). We 
are proposing to reinstate the lease, effective the date of termination  subject to:<br/>
