  <description><![CDATA[ NHTSA seeks comments on the economic impact of its regulations 
on small entities. As required by Section 610 of the Regulatory 
Flexibility Act, we are attempting to identify rules that may have a

We also request comments on ways to make these regulations easier to 
read and understand. The focus of this notice is rules that 
specifically relate to passenger cars, multipurpose passenger vehicles, 
trucks, buses, trailers, incomplete vehicles, motorcycles, and motor 
vehicle equipment.

comment period for the MidCounty Parkway (MCP) Draft Environmental

additional 30 days. Comments on the Draft EIR/EIS may now be submitted 
until January 8, 2009. The MCP is a proposed 32mile roadway on new and 
existing alignment between State Route 79 and Interstate 15 in western 
Riverside County. A Notice of Availability was previously published in 
the Federal Register Volume 73, No. 199 on Tuesday, October 14, 2008  (FR Doc. ES23805 Filed 101008; 8:45 a.m.). The Notice of <br/>
Availability includes supplemental information describing the project 
and the alternatives.

  <title><![CDATA[  Noise Exposure Map Notice; Receipt of Noise Compatibility Program  and Request for Review; Waterbury-Oxford Airport,]]></title>

  <description><![CDATA[ The Federal Aviation Administration (FAA) announces its 
determination that the noise exposure map for WaterburyOxford Airport, 
as submitted by the Connecticut Department of Transportation under the 
provisions of Title I of the Aviation Safety and Noise Abatement Act of 
1979 (Pub. L. 96193) and 14 CFR Part 150, is in compliance with 
applicable requirements. The FAA also announces that it is reviewing a 
proposed noise compatibility program that was submitted for Waterbury
Oxford Airport under Part 150 in conjunction with the noise exposure 
map, and that this program will be approved or disapproved on or before 
May 5, 2009.

  <title><![CDATA[  Medical Certification Requirements as Part of the CDL ]]></title>

  <description><![CDATA[ FMCSA amends the Federal Motor Carrier Safety Regulations 
(FMCSRs) to require interstate commercial driver's license (CDL) 
holders subject to the physical qualification requirements of the 
FMCSRs to provide a current original or copy of their medical 
examiner's certificates to their State Driver Licensing Agency (SDLA). 
The Agency also requires the SDLA to record on the Commercial Driver 
License Information System (CDLIS) driver record the selfcertification 
the driver made regarding the applicability of the Federal driver 
qualification rules and, for drivers subject to those requirements, the 
medical certification status information specified in this final rule. 
Other conforming requirements are also implemented. This action is 
required by section 215 of the Motor Carrier Safety Improvement Act of 
1999 (MCSIA).

  <title><![CDATA[  National Registry of Certified Medical Examiners ]]></title>

  <description><![CDATA[ The FMCSA proposes to establish and maintain a National 
Registry of Certified Medical Examiners (NRCME) and to require that all 
medical examiners who conduct medical examinations for interstate 
commercial motor vehicle drivers complete certain training concerning 
FMCSA physical qualification standards, pass a test to verify an 
understanding of those standards, and maintain competence by periodic 
training and testing. Following establishment of the NRCME and a 
transition period, FMCSA would accept as valid only medical examiners' 
certificates issued by medical examiners listed on the NRCME. The FMCSA 
is developing the NRCME program to improve highway safety and driver 
health by requiring that medical examiners be trained and certified to 
determine effectively whether a commercial motor vehicle driver's 
health meets FMCSA standards. The program implements requirements in 49 
U.S.C. 31149 and supports FMCSA's goal to improve safety and reduce 
fatalities on our Nation's highways.

  <title><![CDATA[  Track Safety Standards; Continuous Welded Rail (CWR) ]]></title>

  <description><![CDATA[ FRA is proposing to amend the Federal Track Safety Standards 
to promote the safety of railroad operations over continuous welded 
rail (CWR). In particular, FRA is proposing specific requirements for 
the qualification of persons designated to inspect CWR track, or 
supervise the installation, adjustment, or maintenance of CWR track. 
FRA is also proposing to clarify the procedures associated with the 
submission of CWR plans to FRA by track owners. FRA proposes that these 
plans focus on inspecting CWR for pullapart prone conditions, and 
focus more specifically on CWR joint installation and maintenance 
procedures. This proposed rule would also make other changes to the 
requirements governing CWR.

  <title><![CDATA[  Union Pacific Railroad Company--Temporary Trackage Rights  Exemption--BNSF Railway Company]]></title>

</p><p>    Pursuant to a written trackage rights agreement, BNSF Railway 
Company (BNSF) has agreed to grant temporary overhead trackage rights 
to Union Pacific Railroad Company (UP) over BNSF's lines of railroad 
between Basta, CA (milepost 163.15), and Fullerton, CA (milepost  165.23), a distance of approximately 2 miles.</p><p>    The transaction is scheduled to be consummated on December 17, 
2008, and the temporary trackage rights will expire on or about January 
26, 2009.\1\ The purpose of the temporary trackage rights is to  facilitate maintenance work on UP lines.<br/>
    \1\ UP states that, under section 2 of the trackage rights 
agreement, BNSF may consider extending the time frame if conditions  allow.</p><p>    As a condition to this exemption, any employees affected by the 
acquisition of the temporary trackage rights will be protected by the 
conditions imposed in Norfolk and Western Ry. Co.Trackage RightsBN, 
354 I.C.C. 605 (1978), as modified in Mendocino Coast Ry., Inc.Lease

modifying the fuselage aft section, repetitively inspecting the 
tailboom attachment fittings, installing inspection holes and 
attachment bolt washers, modifying both access covers, and replacing 
broken attachment bolts. This document corrects the AD number that is 
incorrectly listed as 20082008 on page 60104 of the AD.

  <title><![CDATA[  Airworthiness Directives; Pratt & Whitney Canada Corp. JT15D-5; - 5B; -5F; and -5R Turbofan Engines]]></title>

  <description><![CDATA[ We are adopting a new airworthiness directive (AD) for the 
products listed above. This AD results from mandatory continuing 
airworthiness information (MCAI) issued by an aviation authority of 
another country to identify and correct an unsafe condition on an 
aviation product. The MCAI describes the unsafe condition as follows:
</p><p>    There have been several reported incidents of high altitude, 
dual engine flameout on JT15D5 engine powered aircraft operating in 
certain meteorological conditions. Subsequent to the investigation 
of incidents, review of the engine design has revealed that the Fuel 
Control Hydro Mechanical Unit (HMU) P3 servo can be exposed to  excessive moisture and freezing.</p><p>    We are issuing this AD to prevent engine flameouts of one or both 
engines, caused by excessive moisture and freezing in the P3 servo 
during certain flight conditions.

  <description><![CDATA[ The FAA is superseding an existing airworthiness directive 
(AD) for RollsRoyce plc (RR) models RB211 Trent 76860, Trent 77260, 
and Trent 772B60 turbofan engines that have not incorporated RR 
Service Bulletin (SB) No. RB.21172E708, SB No. RB.21172F227, or SB 
No. RB.21172E965, at original issue or later revision. That AD 
currently requires initial and repetitive borescope inspections of the 
highpressure/intermediatepressure (HP/IP) turbine bearing internal 
oil vent tube, scavenge tube, and tube heat shields for wear and 
cracking, and removing tubes from service if found with any cracks 
beyond serviceable limits. That AD also currently requires installation 
of a new or modified HP/IP turbine bearings support as terminating 
action for the repetitive borescope inspections. This AD has the same 
requirements, and adds a repetitive inspection of the vent flow 
restrictor for blockage. This AD results from RR revising their alert

  <title><![CDATA[  Airworthiness Directives; Vulcanair S.p.A. Model P68 Series  Airplanes]]></title>

  <description><![CDATA[ We are adopting a new airworthiness directive (AD) for the 
products listed above. This AD results from mandatory continuing 
airworthiness information (MCAI) issued by an aviation authority of 
another country to identify and correct an unsafe condition on an 
aviation product. The MCAI describes the unsafe condition as:
</p><p>    The Safe Fatigue Limits (SFL) of the Wing Structure in the P68 
Series aircraft have been redefined from the current 8,500 Flight 
Hours to a new value to be calculated up to a maximum of 17,500 
Flight Hours. This has been developed by Vulcanair under Change No. 
MOD.P68/79 Rev. 1 and approved by EASA with No. EASA.A.C.02482 on 07  June 2006.</p><p>    We are issuing this AD to require actions to correct the unsafe 
condition on these products.

  <title><![CDATA[  Airworthiness Directives; Honeywell International Inc. ALF502L-2  and ALF502L-2C Turbofan Engines]]></title>

  <description><![CDATA[ The FAA proposes to adopt a new airworthiness directive (AD) 
for Honeywell International Inc. ALF502L2 and ALF502L2C turbofan 
engines with certain highpressure compressor (HPC) first stage discs 
installed. This proposed AD would require performing a dimensional 
inspection to determine if excessive disc balance material was removed 
and a magnetic particle inspection if the disc passes the dimensional 
inspection. This proposed AD results from reports of discs found with 
excessive material removed from the balancing material of the disc. We 
are proposing this AD to prevent the discs from fracturing before 
reaching the currently published life limit. A disc fracture could 
result in an uncontained failure of the disc and damage to the 
airplane.

a Class III rail carrier.\1\ PGR acknowledges that its authority to 
remain in control of ATRC should have been sought at the time ATRC 
obtained acquisition authority from the Board. PGR also controls

  <title><![CDATA[  Tire Registration and Recordkeeping ]]></title>

  <description><![CDATA[ In this final rule, we are amending our tire identification 
and recordkeeping regulation to codify existing interpretations 
regarding opportunities for electronic registration of tire sales and 
leases and to create new opportunities for the public to use electronic 
means to register new tires. This regulation requires manufacturer
owned tire distributors and dealers to register the names and addresses 
of the people to whom they sell or lease new tires, and currently 
specifies the use of standardized paper forms for this purpose. It also 
requires independent distributors and dealers to provide purchasers 
with standardized registration forms, with the tire identification 
number filled in, that they can complete and mail to the manufacturer 
or its designee. Today's rule accommodates and facilitates Internet and 
other electronic registration of tires, including voluntary 
registration of tires by independent dealers.

during a routine inspection. The same panel detached from an A330 
aircraft during takeoff, causing damage to the surrounding 
structure and to the Trimmable Horizontal Stabilizer (THS) tip  fairing.</p><p>    The inspection indicated the blind rivets used to attach the 
panel worked loose causing fatigue damage with crack propagation

tires. The corrections relate to a definition for snow tires and tire 
marking requirements, which were inadvertently removed. This document 
also corrects FMVSS No. 208, Occupant Crash Protection, with respect to 
specifying a test tolerance for a procedure used to test air bag 
suppression systems and low risk deployment systems.

the escape slide assemblies. This AD also requires concurrent 
modification of the escape slide latch assemblies; concurrent 
inspection of the escape slides to determine the part number and 
service bulletin number stenciled on the escape slide girts, and 
replacement of the trigger housing on the regulator valve with an 
improved trigger housing if necessary; and concurrent replacement of 
the rod in the pilot valve regulator with a new, improved rod; as 
applicable. This AD results from reports that certain escape slides did 
not automatically inflate when deployed or after the manual inflation

products listed above. This AD results from mandatory continuing 
airworthiness information (MCAI) originated by an aviation authority of 
another country to identify and correct an unsafe condition on an 
aviation product. The MCAI describes the unsafe condition as:
</p><p>    During scheduled maintenance inspection, a bolt which connects 
the PCU (power control unit) to the elevator surface was found 
fractured in the assembly. Further inspection of the assembly 
revealed that the bearing on the PCU rod end had seized, which 
resulted in damage to the attachment fitting bushing and fracture of 
the bolt. Inspection of other inservice airplanes revealed two more 
seized PCU attachment joints. However, except seizure, no fractured 
bolt was found on these airplanes. Failure of the bolts in both PCUs 
on one side could result in disconnection of the elevator control 
surface which would lead to flutter and loss of the aircraft. * * * * *<br/>

  <description><![CDATA[ This document supersedes AD 2008-18-52 and publishes in the 
Federal Register an amendment adopting Emergency Airworthiness 
Directive (AD) 20082252 which was sent previously to all known U.S. 
owners and operators of MD Helicopters, Inc. (MDHI) Model 500N and 600N 
helicopters by individual letters. This AD requires turning OFF the Yaw 
Stability Augmentation System (YSAS); installing a placard that limits 
airspeed to 100 KTS or V<INF>NE</INF>, whichever is less; and revising 
the limitations section of the Rotorcraft Flight Manual (RFM) to 
reflect that limitation. Finally, replacing the adapter tubes with 
airworthy adapter tubes that have a production date code stamp is 
required. This AD is prompted by several occurrences of failed adapter 
tubes on the Model MD900 helicopter which uses the same adapter tubes. 
The actions specified by this AD are intended to prevent loss of yaw 
control and subsequent loss of control of the helicopter.

  <description><![CDATA[ This document proposes to revise an existing airworthiness 
directive (AD) for Bell Helicopter Textron Canada (BHTC) Model 206L, 
206L1, and 206L3 helicopters with certain partnumbered tailbooms. 
That AD currently requires a visual inspection of the tailboom skin in 
the areas around the nutplates and in the areas of the tailboom drive 
shaft cover retention clips for cracks and corrosion using a 10power 
or higher magnifying glass until the tailboom is replaced with an 
airworthy tailboom. This action would require the same actions as the 
existing AD but would allow a longer interval for the repetitive 
inspections if the tailboom is modified. Replacement with an airworthy 
tailboom other than a partnumbered tailboom affected by this proposal 
would constitute terminating action for the requirements of this AD. 
The existing AD was prompted by an accident and several reports of 
fatigue cracks in the tailboom skin in the areas around the nutplates

  <title><![CDATA[  Airworthiness Directives; Boeing Model 747 Airplanes ]]></title>

  <description><![CDATA[ We propose to adopt a new airworthiness directive (AD) for 
certain Boeing Model 747 airplanes. This proposed AD would require 
repetitive external surface high frequency eddy current inspections to 
detect cracks in the radius detail of the upper lobe doubler on both 
sides of the airplane, and applicable corrective action. This proposed 
AD results from reports of cracks in the radius detail of the upper 
lobe doublers. We are proposing this AD to detect and correct cracks in 
the upper lobe doublers. Such cracks could result in significant 
degradation of the fuselage structure and reduce its ability to carry 
flight loads from the vertical stabilizer, which could adversely affect 
the controllability of the airplane.

installed. This proposed AD would require removing certain HPC 49

Technology LLC (PTLLC) improperly repaired and returned to service. We 
are proposing this AD to prevent cracking of the HPC 49 spool, which 
could result in possible uncontained failure of the spool and damage to 
the airplane.

with web cracks discovered to date. We are proposing this AD to prevent 
cracks from propagating to an uncontained failure of the disk and 
damage to the airplane.

blowers and comparing with the current airplane configuration, and 
reworking the wiring if necessary. This proposed AD results from a 
report indicating that a blower motor of the cockpit ventilation and 
avionics cooling system seized up and gave off smoke. We are proposing 
this AD to prevent smoke and fumes in the cockpit in the event that a 
blower motor seizes and overheats due to excessive current draw.

existing AD that currently requires installing or replacing with 
improved parts, as applicable, the bonding straps between the metallic

and right sides of the airplane. The original NPRM proposed to revise 
the applicability to clarify the identity of the affected airplanes. 
The original NPRM resulted from fuel system reviews conducted by the 
manufacturer. This new action proposes to revise the applicability to 
add and remove certain airplanes, and to add a requirement to 
reposition or replace two bonding straps for certain airplanes. This 
new action also proposes to supersede, rather than revise, the existing

the City of Dayton to sell or lease the property. The land is not

  <title><![CDATA[  Railroad Safety Enforcement Procedures; Enforcement, Appeal and  Hearing Procedures for Rail Routing Decisions]]></title>

</p><p>    Summary: In this final rule, FRA is establishing procedures to 
enable railroad carriers to challenge rail routing decisions made by 
FRA's Associate Administrator for Safety (Associate Administrator) that 
carry out the requirements adopted in a separate rulemaking of the 
Pipeline and Hazardous Materials Safety Administration (PHMSA). In 
PHMSA's final rule published today, railroad carriers are required to 
take the following actions to enhance the safety and security of 
certain shipments of explosive, toxic by inhalation (TIH), and 
radioactive materials: Compile annual data on shipments of these 
materials; use the data to analyze safety and security risks along rail 
routes where those materials are transported; assess alternative 
routing options, including interchanging the traffic with other 
railroad carriers; seek information from State, local and tribal 
officials regarding security risks to highconsequence targets along or

at Grayling Army Airfield, Grayling, MI. Establishment of an air 
traffic control tower at Grayling Army Airfield has made this action

the airport. Class D airspace will revert to a Class E Surface Area 
during periods when the control tower is not operating. This action 
also corrects the required arrival extension to the Class D airspace 
and redesignates it as Class E4 airspace.

  <title><![CDATA[  Hazardous Materials: Enhancing Rail Transportation Safety and  Security for Hazardous Materials Shipments]]></title>

  <description><![CDATA[ The Pipeline and Hazardous Materials Safety Administration, in 
coordination with the Federal Railroad Administration (FRA) and the 
Transportation Security Administration (TSA), is improving safety by 
revising the current requirements in the Hazardous Materials 
Regulations applicable to the safe and secure transportation of 
hazardous materials by rail. We are requiring rail carriers to compile 
annual data on certain shipments of explosive, toxic by inhalation, and 
radioactive materials; use the data to analyze safety and security 
risks along rail routes where those materials are transported; assess 
alternative routing options; and make routing decisions based on those 
assessments. We are also clarifying rail carriers' responsibility to 
address in their security plans issues related to en route storage and 
delays in transit. In addition, we are adopting a new requirement for 
rail carriers to inspect placarded hazardous materials rail cars for

  <title><![CDATA[  Special Conditions: Boeing Model 767-300 and -300F Series  Airplanes; Interaction of Systems and Structures]]></title>

  <description><![CDATA[ These special conditions are issued for the Boeing Model 767-
300 and 300F airplane as modified by Aviation Partners Boeing 
Supplemental Type Certificate (STC). The modified airplane has novel or 
unusual design features involving installation of blended winglets and 
a speedbrake wingloadalleviation system. This system reduces loading 
on the wing. The applicable airworthiness regulations for the Boeing 
Model 767300 and 300F do not contain adequate or appropriate safety 
standards for systems which alleviate loads on structures. These 
special conditions contain the additional safety standards that the 
Administrator considers necessary to establish a level of safety 
equivalent to that established by the applicable airworthiness 
standards.

</p><p>    Potlatch Land & Lumber, LLC (PL&L), has filed a verified notice of 
exemption under 49 CFR 1180.2(d)(3) to undertake a change of control 
within its corporate family. PL&L, a newly organized subsidiary of 
Potlatch Corporation of Spokane, WA (Potlatch), seeks to acquire the 
stock of 3 short line railroads: St. Maries River Railroad Company 
(STMA), Warren & Saline River Railroad Company (WSR), and The Prescott 
and Northwestern Railroad Company (PNW). The stock of the railroads is 
currently held by Potlatch Forest Products Corporation, another 
subsidiary of Potlatch, which is being spun off and will be renamed  Clearwater Paper Corporation.</p><p>    The transaction is expected to be consummated on December 13, 2008  (30 days after the exemption was filed).</p><p>    PL&L states that the transaction is designed to permit Potlatch, 
through PL&L, to retain indirect control of STMA, WSR, and PNW. PL&L 
adds that the transaction will not result in adverse changes in service

  <description><![CDATA[ We propose to adopt a new airworthiness directive (AD) for the 
products listed above. This proposed AD results from mandatory 
continuing airworthiness information (MCAI) originated by an aviation 
authority of another country to identify and correct an unsafe 
condition on an aviation product. The MCAI describes the unsafe  condition as:<br/>
[C]hafed wirings were found in the rear baggage zone, closed [close] 
to the forward side of the aft pressure bulkhead, due to contact 
with an understructure securing screw. The concerned wiring harness 
includes rudder trim, pitch trim and stick pusher control wires. 
Damages on those wires might lead to the loss of fail safe criteria  for those critical functions.</p><p>    The unsafe condition is reduced controllability of the airplane. 
The proposed AD would require actions that are intended to address the 
unsafe condition described in the MCAI.

Acquisition, Inc. (Delivery), unless opposing comments were filed by 
September 2, 2008. No comments were subsequently filed with the Board 
and the Board's decision approving the proposed acquisition of control 
thus became effective on September 2, 2008. After the period for filing 
comments ended, the Board received notification from the applicants in 
this proceeding that references they had made in the application 
approved by the Board to operating rights issued by the former 
Interstate Commerce Commission (ICC) in Docket No. MC169714 were 
incorrect, and that the correct number is MC169174. Accordingly, the

  <description><![CDATA[ The FAA adopts a new airworthiness directive (AD) for certain 
Maule Aerospace Technology, Inc. M4, M5, M6, and M7 series and 
Model M8235 airplanes. This AD requires you to paint the top of the 
rear elevator control horn, the elevator control cable end attached to 
the top of the rear control horn, the bottom of the forward elevator 
control horn, and the elevator control cable end attached to the bottom 
of the forward control horn. This AD also requires you to insert a 
supplement into your maintenance program (maintenance manual). This AD 
results from two reports of accidents where reversed elevator control 
rigging was a factor. We are issuing this AD to reduce the likelihood 
of a mechanic rigging the elevator controls backwards, which could 
result in elevator movement in the opposite direction from control 
input. This condition could lead to loss of control.

products listed above. This AD results from mandatory continuing 
airworthiness information (MCAI) issued by an aviation authority of 
another country to identify and correct an unsafe condition on an 
aviation product. The MCAI describes the unsafe condition as:
</p><p>    Three instances have occurred in which the aircraft took off 
with premod 6/1676 flight control gust locks still installed,  sometimes with disastrous results.<br/>
Based on investigation, the FAA and National Transportation Safety 
Board (NTSB) believe that an attempted takeoff with the gust locks 
installed could be the cause of a recent accident in Hyannis, 
Massachusetts. We are issuing this AD to require actions to correct the 
unsafe condition on these products.

  <description><![CDATA[ This amendment supersedes an existing airworthiness directive 
(AD) for the specified Agusta S.p.A. (Agusta) model helicopters. This 
AD results from a revised mandatory continuing airworthiness 
information (MCAI) issued by an aviation authority to identify and 
correct an unsafe condition on an aviation product. The aviation 
authority of Italy, with which we have a bilateral agreement, reports 
that the previous MCAI should not apply to newly redesigned and 
improved tail rotor blades. This AD requires the same inspections as 
the current AD but limits the applicability to only three partnumbered 
tail rotor blades. This AD requires actions that are intended to 
prevent fatigue failure of a tail rotor blade (blade), loss of a tail 
rotor, and subsequent loss of control of the helicopter.

officer's windshields, and doing applicable corrective actions. This AD 
results from two reports that the left and right windshield wipers

failure of the windshield wipers in wet weather, which could result in 
decreased visibility for the flightcrew.

  <title><![CDATA[  Airworthiness Directives; Boeing Model 757 Airplanes ]]></title>

  <description><![CDATA[ We are adopting a new airworthiness directive (AD) for certain 
Boeing Model 757 airplanes. This AD requires sealing the fasteners on 
the front and rear spars inside the left and right main fuel tanks and 
on the rear spar and lower panel of the center fuel tank. This AD also 
requires inspections of the wire bundle support installations to verify 
if certain clamps are installed and if Teflon sleeving covers the wire 
bundles inside the left and right equipment cooling system bays, on the 
left and right rear spars, and on the left and right front spars; and 
corrective actions if necessary. This AD results from a fuel system 
review conducted by the manufacturer. We are issuing this AD to detect 
and correct improper wire bundle support installation and sleeving and 
to prevent improperly sealed fasteners in the main and center fuel 
tanks from becoming an ignition source, in the event of a fault 
current, which could result in a fuel tank explosion and consequent 
loss of the airplane.

</p><p>    There have been several incidents of shorting and sparks due to 
deicing fluid ingress into the cockpit of CL6002C10 and CL600
2D24 aircraft. Deicing fluid can enter between the windshields and 
side windows, leading to possible damage to the electrical 
components and wires as it comes into contact with cockpit  floodlight electrical connections.<br/>
Deicing fluid in contact with cockpit floodlight electrical 
connections can result in possible arcing and fire. We are issuing this 
AD to require actions to correct the unsafe condition on these 
products.

    [E]scape slide system installation [was found with] * * * tie
down straps which are used for escape slide packing [having not been 
removed]. The nonremoval of the tiedown straps does not allow the 
aircraft door to reach the fully open position and the consequent 
deployment of the escape slide system in a * * * emergency  evacuation, affecting the occupying safety.<br/>
The unsafe condition is failure of an evacuation system, which could 
impede an emergency evacuation and increase the chance of injury to 
passengers and flightcrew during the evacuation. We are issuing this AD 
to require actions to correct the unsafe condition on these products.

(AD) for the specified Eurocopter France (Eurocopter) model 
helicopters. That AD currently requires certain checks of the magnetic 
chip detector plug (chip detector) and the main gearbox (MGB) oilsight 
glass, certain inspections of the lubrication pump (pump), and 
replacing the MGB and the pump with an airworthy MGB and pump, if 
necessary. Also, the AD requires that before a pump or MGB with any 
hours timeinservice (TIS) can be installed, it must meet the AD 
requirements. This AD adds all serialnumbered pumps to the 
applicability and requires using an improved procedure for detecting 
oil pump wear. This amendment is prompted by additional cases of MGB 
lubrication pump deterioration and a further investigation that 
determined that all serialnumbered pumps might be affected and the 
development of an improved procedure that is more accurate for 
detecting oil pump wear earlier. The actions specified by this AD are

  <title><![CDATA[  Agency Information Collection Activities; Revision and Renewal of  a Currently-Approved Information Collection: OMB]]></title>

  <description><![CDATA[ In accordance with the Paperwork Reduction Act of 1995, FMCSA 
announces its plan to submit the Information Collection Request (ICR) 
described below to the Office of Management and Budget (OMB) for its 
review and approval. The FMCSA requests OMB approval to revise and 
renew a currentlyapproved ICR entitled, ``Financial Responsibility, 
Trucking and Freight Forwarding,'' to reflect an increase in burden 
hours due to an increase in the estimated number of annual responses. 
In addition, the title of the ICR is being changed to ``Financial 
Responsibility, Motor Carriers, Freight Forwarders and Brokers,'' to 
better describe its purpose. This ICR sets forth the financial 
responsibility documentation requirements for motor carriers, freight 
forwarders and property brokers so they can maintain the minimum levels 
of financial responsibility required under the Federal Motor Carrier 
Safety Regulations (FMCSRs) to operate in interstate, foreign or

  <title><![CDATA[  Buy America Requirements; Bi-Metallic Composite Conducting Rail]]></title>

  <description><![CDATA[ Following the two recent Buy America rulemakings pursuant to 
the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A 
Legacy for Users (SAFETEALU), the Federal Transit Administration (FTA) 
received a petition for reconsideration of the treatment of bimetallic 
composite conducting rail as a steel product that must be manufactured  in the United States.</p><p>    At present, FTA's Buy America regulation treats both running rail 
and contact rail as a steel or iron product which must be manufactured 
entirely in the United States. During the recent rulemakings, several 
commenters proposed that bimetallic rail be instead categorized as 
``traction power equipment.'' If adopted, the proposal would have 
changed the regulatory treatment of contact rail based on the rail's 
composition. As traction power equipment, bimetallic rail would have 
been subject to a lower 60 percent domestic content requirement, in 
contrast to running rail made of steel and iron, which must contain 100

  <title><![CDATA[  Preparation of an Environmental Impact Statement/Environmental  Impact Report for the Geary Bus Rapid Transit Project]]></title>

  <description><![CDATA[ The Federal Transit Administration (FTA) and the San Francisco 
County Transportation Authority (The Authority) intend to prepare an 
EIS on the implementation of a fixedguideway transit system in the 
Geary Boulevard Corridor located between the Transbay Terminal on the 
east (at First and Mission Streets) and 33rd Avenue on the west. 
Alternatives proposed to be considered in the draft EIS include a 
combined No Project/Transportation Systems Management (TSM) 
Alternative, a Geary BRT Alternative and any additional reasonable 
alternatives that emerge from the study process. The EIS will be 
prepared to satisfy the requirements of the National Environmental 
Policy Act of 1969 (NEPA) and its implementing regulations. The FTA and 
The Authority request public and interagency input on the purpose and 
need to be addressed by the project, the alternatives to be considered 
in the EIS, and the environmental and community impacts to be 
evaluated.

  <title><![CDATA[  Airworthiness Directives; Eclipse Aviation Corporation Model  EA500 Airplanes]]></title>

  <description><![CDATA[ The FAA is adopting a new airworthiness directive (AD) for 
certain Eclipse Aviation Corporation (Eclipse) Model EA500 airplanes 
equipped with a Pratt and Whitney Canada, Corp. (PWC) PW610FA engine. 
This AD requires you to incorporate operating limitations into Section 
2, Limitations, of the airplane flight manual (AFM). This AD results 
from several incidents of engine surge. We are issuing this AD to 
prevent hard carbon buildup on the static vane, which could result in 
engine surges. Engine surges may result in a necessary reduction in 
thrust and decreased power for the affected engine. In some cases, this 
could result in flight and landing under singleengine conditions.

  <title><![CDATA[  Special Conditions: General Electric Company GEnx-2B Model  Turbofan Engines]]></title>

  <description><![CDATA[ This notice proposes special conditions for General Electric 
Company (GE) GEnx2B67 and GEnx2B69 model turbofan engines. The fan 
blades of these engines will have novel or unusual design features when 
compared to the state of technology envisioned in the part 33 
airworthiness standards. The applicable airworthiness regulations do 
not contain adequate or appropriate safety standards for these design 
features. These special conditions contain the added safety standards 
the Administrator considers necessary to establish a level of safety 
equivalent to that established by the existing airworthiness standards 
of 14 CFR part 33.
