  <title><![CDATA[  Airworthiness Directives; EADS SOCATA Model TBM 700 Airplanes]]></title>

  <description><![CDATA[ We propose to adopt a new airworthiness directive (AD) for the 
products listed above. This proposed AD results from mandatory 
continuing airworthiness information (MCAI) issued by an aviation 
authority of another country to identify and correct an unsafe 
condition on an aviation product. The MCAI describes the unsafe 
condition as a report of a master cylinder yoke failure. The proposed 
AD would require actions that are intended to address the unsafe 
condition described in the MCAI.

  <title><![CDATA[  Airworthiness Directives; EADS SOCATA Model TBM 700 Airplanes]]></title>

  <description><![CDATA[ We propose to adopt a new airworthiness directive (AD) for the 
products listed above. This proposed AD results from mandatory 
continuing airworthiness information (MCAI) issued by an aviation 
authority of another country to identify and correct an unsafe 
condition on an aviation product. The MCAI describes the unsafe 
condition as the discovery of propeller control cables with a defective 
crimping. Two cable ends were found uncrimped at the factory after an 
engine runup test, and one cable end was also found uncrimped on the 
first 100 hour aircraft maintenance check. The proposed AD would 
require actions that are intended to address the unsafe condition 
described in the MCAI.

  <title><![CDATA[  Airworthiness Directives; Short Brothers & Harland Ltd. Models  SC-7 Series 2 and SC-7 Series 3 Airplanes]]></title>

  <description><![CDATA[ We propose to revise Airworthiness Directive (AD) 2003-17-05, 
which applies to all Short Brothers & Harland Ltd. (Shorts) Models SC7 
Series 2 and SC7 Series 3 airplanes. AD 20031705 currently 
establishes a technical service life for these airplanes and allows you 
to incorporate modifications, inspections, and replacements of certain 
life limited items to extend the life limits of these airplanes. Since 
we issued AD 20031705, Shorts Service Bulletin SB 5151 was revised 
to Revision 8, dated July 5, 2006, and the European Aviation Safety 
Agency (EASA), which is the Technical Agent for the Member States of 
the European Community, issued an AD for the European Community to 
correct an unsafe condition for the specified product. AD 20031705 
contains conflicting information on the repetitive visual inspection 
requirement. Consequently, this proposed AD would retain the technical  service life for these airplanes; would continue to allow <br/>

  <title><![CDATA[  Proposed Revocation of Class E Airspace; Adak, Atka, Cold Bay,  Nelson Lagoon, Saint George Island, Sand Point,]]></title>

  <description><![CDATA[ This action proposes to revoke the Class E2 and E5 controlled 
airspace descriptions for Adak, Atka, Cold Bay, Nelson Lagoon, Saint 
George Island, Sand Point, Shemya, St. Paul Island, and Unalaska, AK. 
These locations lie within the boundaries of the Offshore Airspace Area 
Control 1234L. Since these airports lie within Control 1234L, the 
controlled airspace associated with these airports should be listed in 
the Control 1234L area description. A concurrent airspace action 
(docket <greeki>06AAL29) would incorporate this controlled airspace. 
There is one exception. The Class E2 surface area at Shemya, AK is no 
longer necessary and the docket <greeki>06AAL29 will not be carrying 
it forward. If both proposals are adopted there will be no change to 
controlled airspace, except for the revocation of the Shemya Class E 
surface area. The controlled airspace descriptions would be listed in 
paragraph 6007 of FAA Order 7400.9P, Airspace Designations and 
Reporting Points, Control 1234L.

  <title><![CDATA[  Requested Administrative Waiver of the Coastwise Trade Laws]]></title>

  <description><![CDATA[ As authorized by Public Law 105-383 and Public Law 107-295, 
the Secretary of Transportation, as represented by the Maritime 
Administration (MARAD), is authorized to grant waivers of the U.S.
build requirement of the coastwise laws under certain circumstances. A 
request for such a waiver has been received by MARAD. The vessel, and a 
brief description of the proposed service, is listed below. The 
complete application is given in DOT docket 2006 26362 at <A HREF="/i.p/outbound/http://dms.dot.gov">http://dms.dot.gov</A>.  Interested parties may comment on the effect this action <br/>
may have on U.S. vessel builders or businesses in the U.S. that use 
U.S.flag vessels. If MARAD determines, in accordance with Public Law 
105383 and MARAD's regulations at 46 CFR part 388 (68 FR 23084; April 
30, 2003), that the issuance of the waiver will have an unduly adverse

  <description><![CDATA[ Before a Federal agency can collect certain information from 
the public, it must receive approval from the Office of Management and 
Budget (OMB). Under procedures established by the Paperwork Reduction 
Act of 1995, before seeking OMB approval, Federal agencies must solicit 
public comment on proposed collections of information, including 
extensions and reinstatement of previously approved collections.
</p><p>    This document describes one collection of information for which 
NHTSA intends to seek OMB approval.

  <title><![CDATA[  YES! Sportscars; Response to Application for a Temporary  Exemption From the Advanced Air Bag Requirements of FMVSS]]></title>

  <description><![CDATA[ This notice grants the YES! Sportscars application for 
temporary exemption from certain advanced air bag requirements of 
Federal Motor Vehicle Safety Standard (FMVSS) No. 208, Occupant Crash 
Protection. This exemption applies to the YES! Roadster 3.2 and 3.2 
Turbo (hereinafter collectively referred to as ``the YES! Roadster''). 
In accordance with 49 CFR part 555, the basis for the grant is that 
compliance would cause substantial economic hardship to a manufacturer 
that has tried in good faith to comply with the standard, and the 
exemption would have a negligible impact on motor vehicle safety.
</p><p>    The exemption for the YES! Roadster is effective September 1, 2006  and will remain in effect until August 31, 2009.</p><p>    In accordance with the requirements of 49 U.S.C. 30113(b)(2), we 
published a notice of receipt of the application \1\ in the Federal 
Register and asked for public comments.\2\ We received no comments on  the application.<br/>

  <description><![CDATA[ The Board, under 49 U.S.C. 10502, exempts the trackage rights 
described in Montana Rail Link, Inc.Trackage Rights ExemptionBNSF 
Railway Company, STB Finance Docket No. 34911 (STB served Oct. 13, 
2006) (MRL Trackage Rights) \1\ to permit them to expire on or about 
December 31, 2010, in accordance with the agreement of the parties, 
subject to the employee protective conditions set forth in Oregon Short  Line R. Co.AbandonmentGoshen, 360 I.C.C. 91 (1979).<br/>
    \1\ On September 25, 2006, Montana Rail Link, Inc. (MRL) 
concurrently filed a notice of exemption under the Board's class 
exemption procedures at 49 CFR 1180.2(d)(7). The notice covered the 
agreement by BNSF Railway Company (BNSF) to grant overhead trackage 
rights to MRL over BNSF's rail lines extending from approximately 
milepost 51.07 at or near Garrison, MT, to approximately milepost  21.5, a location south of Warm Springs, MT, a distance of <br/>

  <title><![CDATA[  Standard Time Zone Boundary in Pulaski County, IN ]]></title>

  <description><![CDATA[ DOT proposes to relocate the time zone boundary in Indiana to 
move Pulaski County from the Central Time Zone to the Eastern Time 
Zone. This action is taken at the request of the County Commissioners 
and the County Council. DOT requests comment on whether this change 
would serve the convenience of commerce, the statutory standard for a 
time zone change. Persons supporting or opposing the change should not 
assume that the change will be made merely because DOT is making the  proposal. Our decision in the final rule will be made<br/> [[Page 68778]]<br/>
based on all of the information developed during the entire rulemaking 
proceeding.
