Approval and Promulgation of Air Quality Implementation Plans;  Massachusetts; Amendment to the Massachusetts Port]]></title>

  <description><![CDATA[ The EPA is proposing to approve a State Implementation Plan 
(SIP) revision submitted by the Commonwealth of Massachusetts. This SIP 
revision will establish a state process to allow the transfer of 
parking spaces from the East Boston Parking Freeze to the Logan Parking 
Freeze provided the total Logan Parking Freeze inventory number remains 
at or below 21,790 parking spaces. The intended effect of this action 
is to allow the shifting of airportrelated parking out of the East 
Boston community and on to airport property where it belongs. There is 
no net change in parking spaces allowed in the established parking 
freezes by this action. This action is being taken under the Clean Air 
Act. Public comments on this document are requested and will be 
considered before taking final action on this SIP revision.

  <title><![CDATA[
Waste Management System; Testing and Monitoring Activities;  Notice of Availability of Draft Update IVB of SW-846]]></title>

  <description><![CDATA[ The Environmental Protection Agency (EPA or Agency) is 
providing notice of the availability of, and requests comment on, 
``Draft Update IVB'' to the Third Edition of the methods manual, ``Test 
Methods for Evaluating Solid Waste, Physical/Chemical Methods,'' EPA 
publication SW846. SW846 contains EPAapproved sampling and analysis 
methods for use under the Resource Conservation and Recovery Act (RCRA) 
Program. Draft Update IVB contains new and revised SW846 methods. As 
part of Draft Update IVB, we are also providing references in SW846 to 
four air methods that are, or may be in the future, used in the RCRA 
regulations.

  <title><![CDATA[
Nondiscrimination on the Basis of Sex in Education Programs or  Activities Receiving Federal Financial Assistance]]></title>

  <description><![CDATA[ In accordance with subpart F of the final common rule for the 
enforcement of Title IX of the Education Amendments of 1972, as 
amended, 20 U.S.C. 1681, et seq. (``Title IX'') this notice lists those 
programs and activities that receive financial assistance from the U.S. 
EPA and are covered by Title IX. Title IX prohibits recipients of 
Federal financial assistance from discriminating on the basis of sex in 
education programs or activities. Subpart F requires each Federal 
agency that awards Federal financial assistance to publish in the 
Federal Register a notice of the programs covered by the Title IX 
regulations within sixty (60) days after the effective date (September 
29, 2000) of the final common rule. The final common rule for the 
enforcement of Title IX was published in the Federal Register by twenty 
(20) Federal agencies, including the EPA, on August 30, 2000, (65 FR 
5285752895).

Fungicide, and Rodenticide Act (FIFRA), as amended.
