Fifty-Seventh Report of the TSCA Interagency Testing Committee to  the Administrator of the Environmental Protection]]></title>

  <description><![CDATA[ The Toxic Substances Control Act (TSCA) Interagency Testing 
Committee (ITC) transmitted its FiftySeventh Report to the 
Administrator of EPA on November 22, 2005. In the 57<SUP>th</SUP> ITC 
Report, which is included with this notice, there are no changes to the  TSCA section 4(e) Priority Testing List published in the <br/>
56<SUP>th</SUP> ITC Report in the Federal Register of October 24, 2005. 
As stated in the 56<SUP>th</SUP> ITC Report, it was the ITC's intention 
to provide in this 57<SUP>th</SUP> ITC Report a dataavailability study 
of the high production volume (HPV) chemicals in the 2002 Inventory 
Update Rule (IUR). The study of the HPV chemicals in the 2002 IUR may 
be made available after the ITC has had an opportunity to review 
comments received on the study of the HPV chemicals described in the 
56<SUP>th</SUP> ITC Report. In addition, the ITC needs additional time 
to review information submitted from the International Tungsten 
Industry Association, the Indium Corporation of America, and the

  <title><![CDATA[
Approval and Promulgation of Air Quality Implementation Plans;  Virginia; Redesignation of the City of Fredericksburg,]]></title>

  <description><![CDATA[ EPA is approving a redesignation request and a State 
Implementation Plan (SIP) revision submitted by the Commonwealth of 
Virginia. The Virginia Department of Environmental Quality (VADEQ) is 
requesting that the City of Fredericksburg, Spotsylvania County, and 
Stafford County (the Fredericksburg area) be redesignated as attainment 
for the 8hour ozone national ambient air quality standard (NAAQS). In 
conjunction with its redesignation request, the Commonwealth submitted 
a SIP revision consisting of a maintenance plan for the Fredericksburg 
area that provides for continued attainment of the 8hour ozone NAAQS 
for the next 10 years. EPA is also approving the adequacy determination 
for the motor vehicle emission budgets (MVEBs) that are identified in 
the 8hour maintenance plan for the Fredericksburg area for purposes of 
transportation conformity, and is approving those MVEBs. EPA is 
approving the redesignation request and the maintenance plan revision 
to the Virginia SIP in accordance with the requir<script type="text/javascript">

  <title><![CDATA[
Hazardous Waste Management System; Identification and Listing of  Hazardous Waste; Final Exclusion]]></title>

  <description><![CDATA[ The Environmental Protection Agency (EPA or Agency) today is 
granting a petition submitted by Saturn Corporation in Spring Hill, 
Tennessee (Saturn) to exclude (or ``delist'') a certain hazardous waste 
from the lists of hazardous wastes. Saturn generates the petitioned 
waste, the wastewater treatment plant (WWTP) sludge, by treating 
wastewater from Saturn's chemical conversion coating of aluminum. The 
waste so generated is a wastewater treatment sludge that meets the 
definition of F019. Saturn petitioned EPA to grant a ``generator
specific'' delisting because Saturn believes that its F019 waste does 
not meet the criteria for which this type of waste was listed. EPA 
reviewed all of the wastespecific information provided by Saturn, 
performed calculations, and determined that the waste could be disposed 
in a landfill without harming human health and the environment. This 
action responds to Saturn's petition to delist this waste on a 
generatorspecific basis from the hazardous waste lists, and to publ<script type="text/javascript">

  <title><![CDATA[
Benzaldehyde, Captafol, Hexaconazole, Paraformaldehyde, Sodium  dimethyldithiocarbamate, and Tetradifon; Proposed]]></title>

  <description><![CDATA[ EPA is proposing to revoke specific tolerances and tolerance 
exemptions for residues of the insecticides paraformaldehyde and  tetradifon; fungicides captafol, hexaconazole, and sodium <br/>
dimethyldithiocarbamate; and bee repellant benzaldehyde. EPA canceled 
food use registrations or deleted food uses from registrations 
following requests for voluntary cancellation or use deletion by the 
registrants, or nonpayment of registration maintenance fees. Also, 
stakeholders have withdrawn their support for import tolerances for 
captafol and hexaconazole. EPA expects to determine whether any 
individuals or groups want to support these tolerances. The regulatory 
actions proposed in this document contribute toward the Agency's 
tolerance reassessment requirements under the Federal Food, Drug, and 
Cosmetic Act (FFDCA) section 408(q), as amended by the Food Quality 
Protection Act (FQPA) of 1996. By law, EPA is required by August 2006 
to reassess the tolerances that were in existence on August 2, 1996.

Strategy identifies and prioritizes environmental economics and 
decision science research that will be conducted over the next several 
years to improve the scientific foundation for EPA's decisionmaking 
and policy initiatives.

this notice is to extend this comment period to February 16, 2006.
