</p><p>    Pursuant to Section 10 (a)(2) of the Federal Advisory Committee Act 
(Pub. L. 92463), as amended, notice is hereby given that a meeting of 
the President's Committee on the Arts and the Humanities (PCAH) will be 
held on November 16, 2008, from 12:30 p.m. to 4 p.m. The meeting will 
be held in the Members' Room, The Library of Congress, Thomas Jefferson 
Building, 1st Street, SE., between Independence Avenue and East Capitol  Street, Washington, DC 20540.</p><p>    The Committee meeting will begin with welcome, introductions, and 
announcements. Updates and discussion on recent programs and activities 
will follow, including a focus on PCAH's international projects. 
Reports from the federal cultural agencies are also slated. The meeting 
will include a review of PCAH ongoing programming for youth arts and 
humanities learning, preservation and conservation, and special events.

National Endowment for the Arts; Proposed Collection; Comment  Request]]></title>

  <description><![CDATA[ The National Endowment for the Arts (NEA), as part of its 
continuing effort to reduce paperwork and respondent burden, conducts a  preclearance consultation program to<br/> [[Page 62560]]<br/>
provide the general public and federal agencies with an opportunity to 
comment on proposed and/or continuing collections of information in 
accordance with the Paperwork Reduction Act of 1995 (PRA95) [44 U.S.C. 
3506(c)(A)]. This program helps to ensure that requested data can be 
provided in the desired format, reporting burden (time and financial 
resources) is minimized, collection instruments are clearly understood, 
and the impact of collection requirements on respondents can be 
properly assessed. Currently, the NEA is soliciting comments concerning 
the proposed collection of information about outdoor arts festivals in 
the United States. A copy of the current information collection request 
can be obtained by contacting the office listed below in the address 
section of this notice.

(Pub. L. 92463 as amended) notice is hereby given that a meeting of 
the Arts and Artifacts Indemnity Panel of the Federal Council on the 
Arts and the Humanities will be held at 1100 Pennsylvania Avenue, NW., 
Washington, DC 20506, in Room 730, from 9 a.m. to 5 p.m., on Monday,  May 12, 2008.</p><p>    The purpose of the meeting is to review applications for

as a final rule, without change, the amendments which were published in 
the Federal Register as a proposed rule on March 4, 2008. The 
amendments reflect Congress's authorization of a Domestic Indemnity 
Program under section 426 of The Consolidated Appropriations Act of 
2008, Public Law 110161 (December 26, 2007), and provide examples to 
guide applicants considering applying for indemnification of 
exhibitions with domestic or foreignowned objects.

National Endowment for the Arts; Proposed Collection: Comment  Request]]></title>

  <description><![CDATA[ The National Endowment for the Arts, as part of its continuing 
effort to reduce paperwork and respondent burden, conducts a 
preclearance consultation program to provide the general public and 
Federal agencies with an opportunity to comment on proposed and/or 
continuing collections of information in accordance with the Paperwork 
Reduction Act of 1995 (PRA95) [44 U.S.C. 3506(c)(A)]. This program 
helps ensure that requested data can be provided in the desired format, 
reporting burden (time and financial resources) is minimized, 
collection instruments are clearly understood, and the impact of 
collection requirements on respondents can be properly assessed. 
Currently, the National Endowment for the Arts, on behalf of the 
Federal Council on the Arts and the Humanities, is soliciting comments 
concerning the Application for Indemnification for Domestic 
Exhibitions. A copy of this collection request can be obtained by 
contacting the office listed below in the address section of this 
notice.

 National Endowment for the Arts; Determination of the  Chairperson of the National Endowment for the Arts as to]]></title>

</p><p>    The National Endowment for the Arts utilizes advice and 
recommendations of advisory committees in carrying out many of its  functions and activities.</p><p>    The Federal Advisory Committee Act, as amended (Pub. L. 92463), 
governs the formation, use, conduct, management, and accessibility to 
the public of committees formed to advise and assist the Federal  Government.<br/> [[Page 14846]]<br/>
Section 10 of the Act specifies that department and agency heads shall 
make adequate provisions for participation by the public in the 
activities of advisory committees, except to the extent a determination 
is made in writing by the department or agency head that a portion of 
an advisory committee meeting may be closed to the public in accordance 
with subsection (c) of section 552b of Title 5, United States Code (the  Government in the Sunshine Act).</p><p>    It is the policy of the National Endowment for the Arts to make the 
fullest possible disclosure of records to the public, limited only by 
obligations of confidentiality <script type="text/javascript">

  <title><![CDATA[
National Endowment for the Arts; Determination of the Chairperson  of the National Endowment for the Arts Regarding]]></title>

</p><p>    Section 6(f) of the National Foundation on the Arts and the 
Humanities Act of 1965, as amended (20 U.S.C. 951 et. seq.) authorizes 
the National Council on the Arts to review applications for financial 
assistance to the National Endowment for the Arts and make  recommendations to the Chairperson.</p><p>    The Federal Advisory Committee Act (FACA), as amended (Pub. L. 92
463) governs the formation, use, conduct, management, and accessibility 
to the public of committees formed to advise the Federal Government. 
Section 10 of that Act directs meetings of advisory committees to be 
open to the public, except where the head of the agency to which the 
advisory committee reports determines in writing that a portion of a 
meeting may be closed to the public consistent with subsection (c) of 
section 552b of Title 5, United States Code (the Government in the  Sunshine Act.)</p><p>    It is the policy of the National Endowment for the Arts that 
meetings of the National Council on the Arts be conducted in open

Technical Amendments To Reflect the New Authorization for a  Domestic Indemnity Program]]></title>

  <description><![CDATA[ The Federal Council on the Arts and the Humanities proposes to 
amend its regulations to reflect Congress' authorization of a Domestic 
Indemnity Program under Section 426 of The Consolidated Appropriations 
Act of 2008, Public Law 110161 (December 26, 2007). The proposed rule 
includes examples of exhibitions eligible for indemnification which are 
intended to provide further guidance to applicants considering applying 
for indemnification of exhibitions with domestic or foreignowned 
objects.
