  <title><![CDATA[
Notice of Availability of a Draft Site-Specific Environmental  Assessment and Notice of Public Hearings]]></title>

  <description><![CDATA[ The National Science Foundation (NSF) gives notice of the 
availability of the Draft SSEA for the OOI, and requests public review 
and comment on the document. NSF also provides notice of public 
hearings on the Draft SSEA for the OOI. The Division of Ocean Sciences 
in the Directorate for Geosciences (GEO/OCE) has prepared a Draft SSEA 
for the OOI, a multimillion dollar Major Research Equipment and 
Facilities Construction effort intended to put moored and cable 
infrastructure in discrete locations in the coastal and global ocean. 
The Draft SSEA has been prepared to assess the potential impacts on the 
human and natural environment associated with proposed sitespecific 
requirements in the design, installation, and operation of the OOI that 
were previously assessed in a 2008 Programmatic Environmental 
Assessment (PEA) and a 2009 Supplemental Environmental Report (SER). 
The scope of the environmental impact analysis of the SSEA is tiered

Government in the Sunshine Act Regulations of the National  Science Board]]></title>

  <description><![CDATA[ The National Science Board (NSB) National Science Foundation 
(NSF) is amending part 614 of the Government in the Sunshine Act 
Regulations of the National Science Board. This document contains minor 
amendments to the Government in the Sunshine Act Regulations of the 
National Science Board. These technical amendments clarify that the NSB 
Office will maintain the General Counsel's certificate, the presiding 
officer's statement, and the transcript or recording of the closed 
meeting for at least three years (vice two years) and to clarify that 
announcements required by section 552b(e) of the Sunshine Act will 
occur via the NSF Web site (vice posting on public notice boards or to 
journals of general scientific interest, neither of which is required 
by law). This final rule is an administrative simplification that makes 
no substantive or major change in NSF or NSB policy or procedures for 
maintaining official records and information, and informing the public 
of closed meetings in accordance with the S<script type="text/javascript">

waiver of section 1605 of the American Recovery and Reinvestment Act of 
2009 (Recovery Act), Public Law 1115, 123 Stat. 115, 303 (2009), with 
respect to the purchase of the bow thruster that will be used in the 
Alaska Region Research Vessel (ARRV). A bow thruster is a propulsion 
device that is built into a vessel's bow to make it more maneuverable 
and better able to hold a certain position or orientation at sea.

  <description><![CDATA[ Effective with publication of this Notice in the Federal 
Register, agencies will be able to utilize a new uniform format for 
reporting performance progress on Federallyfunded research projects. 
The Research Performance Progress Report (RPPR) will directly benefit 
award recipients by making it easier for them to administer Federal 
grant and cooperative agreement programs through standardization of the 
types of information required in interim performance reportsthereby 
reducing their administrative effort and costs. The RPPR will also make 
it easier to compare the outputs, outcomes, etc. of research programs  across the government.</p><p>    The RPPR resulted from an initiative of the Research Business 
Models (RBM) Subcommittee of the Committee on Science (CoS), a 
committee of the National Science and Technology Council (NSTC). One of 
the RBM Subcommittee's priority areas is to create greater consistency

1995, we are providing opportunity for public comment on this action. 
After obtaining and considering public comment, NSF will prepare the 
submission requesting OMB clearance of this collection for no longer  than three years.</p><p>    Comments are invited on (a) whether the proposed collection of 
information is necessary for the proper performance of the functions of 
the Agency, including whether the information shall have practical 
utility; (b) the accuracy of the Agency's estimate of the burden of the 
proposed collection of information; (c) ways to enhance the quality, 
utility, and clarity of the information on respondents, including 
through the use of automated collection techniques or other forms of 
information technology; and (d) ways to minimize the burden of the
