In accordance with 5 U.S.C. 552a(e)(4), the Tennessee Valley Authority (TVA) is republishing in full a notice of the existence and character of each TVA system of records.

TVA is deleting TVA10 (Employee Statement of Employment and Financial Interests), TVA15 (Land Between The Lakes, Hunter Records), and TVA30 (Land Between The Lakes, Mailing Lists). These programs have ended or have been transferred to other agencies.

TVA is renaming the following systems: TVA6, from Employee Accident Information to Work Injury Illness System; TVA19, from Consultant and Personal Service Contractor Records to Consultant and Contractor Records; TVA21, from Nuclear Assurance Personnel Records to Nuclear Quality Assurance Personnel Records; TVA29, from Electricity Use, Rate, and Service Study Records to Energy Program Participant Records; and TVA38, from Wholesale and Retail Data Files to Wholesale, Retail, and Emergency Data Files. Meeting of the TVA Regional Resource Stewardship Council

The TVA Regional Resource Stewardship Council (RRSC) will hold a meeting on October 9 and October 10, 2008, to obtain views and advice on the topic of TVA's Commercial and Dispersed Recreation Strategy and its Violations & Encroachments Strategy.

The RRSC was established to advise TVA on its natural resource stewardship activities. Notice of this meeting is given under the Federal Advisory Committee Act, 5 U.S.C. App. 2, (FACA).

Final Environmental Impact Statement--Rutherford-Williamson- Davidson Power Supply Improvement Project

This notice is provided in accordance with the Council on Environmental Quality's regulations (40 CFR parts 1500 to 1508) and TVA's procedures implementing the National Environmental Policy Act. TVA has decided to implement the preferred alternative identified in its Final Environmental Impact Statement (EIS), RutherfordWilliamson Davidson Power Supply Improvement Project.

In implementing Alternative 2, TVA has decided to construct and operate the new 500kV Rutherford Substation, the 27mile 500kV transmission line between TVAs 500kV Maury Substation and the new Rutherford Substation, the new 9mile 161kV transmission line between the new Rutherford Substation and Middle Tennessee Electric Membership Corporations (MTEMC) Almaville Substation, and the new 15mile 161kV transmission line between the new Rutherford Substation and MTEMCs Christiana Substation.

No FEAR Act

5 CFR part 724.202 requires that each Federal agency provide notice in the Federal Register to its employees, former employees, and applicants for employment about the rights and remedies available under the Antidiscrimination Laws and Whistleblower Protection Laws. No FEAR Act Notice

On May 15, 2002, Congress enacted the Notification and Federal Employee Antidiscrimination and Retaliation Act of 2002, which is now known as the No FEAR Act. One purpose of the Act is to require that Federal agencies be accountable for violations of antidiscrimination and whistleblower protection laws. Public Law 107174, Summary. In support of this purpose, Congress found that ``agencies cannot be run effectively if those agencies practice or tolerate discrimination.'' Public Law 107174, Title I, General Provisions, section 101(1).
