  <description><![CDATA[ The California Public Utilities Commission (``CPUC'') filed a 
Petition for Rulemaking requesting that the Federal Communications 
Commission (Commission or FCC grant State public utilities commissions 
direct access to the Commission's Network Outage Reporting System 
(NORS). The CPUC also requests passwordprotected access to California
specific disruption and outage data in the NORS. The FCC seeks comment 
on this petition.

In the Matter of Procedural Amendments to Commission Part 1  Competitive Bidding Rules]]></title>

  <description><![CDATA[ The Commission makes two procedural amendments to its 
competitive bidding rules. The Commission amends the rule specifying 
how to report potential violations of the prohibition on certain 
communications in order to reduce the risk that biddingrelated 
information might be disseminated to auction applicants. The Commission 
also amends the rules specifying how quickly applicants must modify 
pending auction applications in order to enhance the usefulness of 
application information during the auction process and enable the 
Commission to respond promptly to changing circumstances if necessary.

comment on its proposal to amend the Commission's rules governing the 
Emergency Alert System (EAS) rules to provide for national EAS testing 
and collection of data from such tests. The purpose of this testing and 
data collection is to determine whether the EAS will function as 
required should the President issue a national alert.

  <description><![CDATA[ This Order suspends the requirement that Form 323, Ownership 
Report for Commercial Broadcast Stations, be filed biennially by the 
January 11, 2010 filing deadline and grants an extension of time to 
file the form once the form is available again for biennial filings, of 
at least 90 days from that date. We will announce the new filing 
deadline in a subsequentlyreleased document. This temporary suspension 
will permit us to investigate what changes can be made to the form to 
reduce the time required to complete it and to lessen any unanticipated 
burdens in this regard without undermining the completeness, quality, 
usefulness, and aggregability of the data.

  <description><![CDATA[ In this Report and Order, the Commission establishes a 
deadline for wireless microphones and other low power auxiliary 
stations to cease operation in the 700 MHz Band. The Commission also 
adopts an early clearing mechanism by which 700 MHz public safety and 
commercial licensees can provide notice that they are initiating 
operations in the 700 MHz Band. In addition, the Commission prohibits 
the manufacture, import, sale, lease, offer for sale or lease, or 
shipment of wireless microphones and other low power auxiliary stations 
intended for use in the 700 MHz Band. With regard to users who are not 
eligible for, or who do not hold part 74, Subpart H license 
authorizations, the Commission waive its part 15 rules for a limited 
period. Finally, the Commission adopts certain disclosure requirements 
under which manufacturers, dealers, distributors, and other entities 
that sell or lease these devices must display a consumer disclosure at 
the point of sale or lease.

  <description><![CDATA[ In this document, we propose revising the Federal 
Communications Commission's (Commission) rules regarding the schools 
and libraries universal service support mechanism, also known as the E
rate program, to comply with the requirements of the Protecting 
Children in the 21st Century Act. Among other things, the Protecting 
Children in the 21st Century Act, titled Promoting Online Safety in 
Schools, revised the Communications Act of 1934, as amended (the Act), 
by adding a new certification requirement for elementary and secondary 
schools that have computers with Internet access and receive discounts 
under the Erate program. We also propose to revise related Commission 
rules to reflect existing statutory language more accurately.

Reduction Act of 1995, 44 U.S.C. 35013520. Comments are requested 
concerning (a) whether the proposed collection of information is 
necessary for the proper performance of the functions of the 
Commission, including whether the information shall have practical 
utility; (b) the accuracy of the Commission's burden estimate; (c) ways 
to enhance the quality, utility, and clarity of the information 
collected; (d) ways to minimize the burden of the collection of 
information on the respondents, including the use of automated

Vehicle-Mounted Earth Stations (VMES) ]]></title>

  <description><![CDATA[ In this document, the Commission announces that the Office of 
Management and Budget (OMB) has approved, for a period of three years, 
the information collection requirements associated with Sections 
25.132(b)(3), 25.226(a)(6), (b), (c), (d)(1), and (d)(3) of the 
Commission's rules, and that these rules will take effect as of the 
date of this notice. On November 4, 2009, the Commission published the 
summary document of the Report and Order, In the Matter of Amendment of 
Parts 2 and 25 of the Commission's Rules to Allocate Spectrum and Adopt 
Service Rules and Procedures to Govern the Use of VehicleMounted Earth 
Stations in Certain Frequency Bands Allocated to the FixedSatellite 
Service, IB Docket No. 07101, FCC 0964, at 74 FR 57092. The Report 
and Order stated that the Commission will publish a notice in the 
Federal Register announcing when OMB approval for the rule sections 
which contain information collection requirements has been received and [[Page 1286]]<br/>
