On June 21, 2004, the State of Alaska submitted a carbon
monoxide (CO) maintenance plan for the Fairbanks CO nonattainment area
to EPA for approval. The State concurrently requested that EPA
redesignate the Fairbanks CO nonattainment area to attainment for the
