to renew EFPs for vessels participating in an observation program to
monitor the incidental take of salmon and groundfish in the shorebased

marked hatchery coho salmon in the area from Cape Falcon, OR to Humbug
Mountain, OR, was closed at midnight on August 19, 2003. The Northwest
